Chief Minister Pushkar Singh Dhami, while reviewing the helpline-1905, showed strictness on the pending complaints and instructed the officials for time bound resolution.

Uttarakhand Chief Minister Pushkar Singh Dhami, during the review meeting of Chief Minister Helpline-1905 at the Secretariat on Thursday, gave a clear message to the officials that no negligence will be accepted in redressal of public complaints. He said that the Chief Minister Helpline is an important medium for quick resolution of the problems of the people of the state and it is the priority of the government to make this system more effective.

The Chief Minister directed the officials to ensure timely, quality and satisfactory resolution of every complaint registered on the helpline. He said that accountability should be fixed at every level and action would be taken against those showing indifference in redressal of complaints.

Expressed displeasure on complaints of drinking water and Jal Jeevan Mission

During the meeting, Chief Minister Pushkar Singh Dhami expressed displeasure over the large number of complaints received related to the Drinking Water Department and Jal Jeevan Mission. He directed the concerned officers to effectively resolve all the pending cases within a week. The Chief Minister warned that if the complaints are not resolved on time, strict action will be taken against the concerned officials. He said that the public should not have to complain again and again for basic facilities.

Instructions to issue notice to officers taking zero percent action

Chief Minister Dhami said that show cause notices should be issued immediately to those officers whose action in redressal of complaints received on the Chief Minister Helpline is zero percent. He instructed the department heads that if the concerned officers do not give satisfactory answers, then disciplinary action should be taken against them as per rules. The Chief Minister said that it is very important to fix accountability in resolving complaints.

Instructions to regularly review pending cases

CM Pushkar Singh Dhami said that the complaints which are not being resolved within the stipulated time limit, should be regularly reviewed at the level of the Head of the Department and the District Magistrate. He also directed the officers to seriously examine the complaints converted into special close, demand, suggestion and other categories, so that no genuine complaint is ignored and its resolution is not affected.

Every Monday will be Samadhan Day, emphasis on regular hearing

To make the solution of public problems more effective, Chief Minister Pushkar Singh Dhami directed that every Monday the District Magistrate at the district level, both the Divisional Commissioners at the divisional level and all the secretaries at the government level should organize Solution Day. He said that Samadhan Diwas should not become a mere formality but should become a strong platform for solving the problems of the people. For this, regular monitoring should also be ensured.

Report sought within 50 days on officers’ innovations

The Chief Minister said that officers of the Indian Administrative Service, Indian Police Service and Indian Forest Service had already been instructed to make innovations related to public interest in the areas at the beginning of their service. He now directed to provide a detailed list of all such innovations within 50 days so that these efforts can be reviewed.

Retired employees get pension from the first month

In the meeting, CM Dhami also laid special emphasis on the pension system of the personnel. He said that it should be ensured that any employee starts getting pension from the very first month after retirement. He clearly said that any kind of delay in this process will not be accepted and the responsibility for this will be on the head of the concerned department.

Instructions to further strengthen Chardham Yatra arrangements

Chief Minister Dhami directed senior officials of Disaster Management, Public Works Department, Tourism, Health and Police Department to conduct on-site inspection of Chardham Yatra routes. He said that the convenience and safety of the devotees on the yatra routes should be the top priority. Necessary steps should be taken to make the systems more strong and streamlined.

Emphasis on speedy settlement of land disputes

The Chief Minister directed to settle land related disputes on priority basis. He said that such cases should be monitored regularly and long pending cases should be resolved quickly.

More than 67 thousand complaints registered on Chief Minister Helpline-1905

In the meeting, Secretary Dr. Pankaj Pandey presented the progress report of the helpline. He said that between April 18 and July 28, 2026, a total of 67,843 complaints were received on the Chief Minister Helpline-1905. Of these, 20,461 complaints were completely resolved, while 31,363 cases were partially resolved. 7,404 complaints are under process and 4,061 complaints are still pending. Whereas 3,738 complaints have been registered in the special close category. He said that the rate of special close has come down to 5.5 percent, which is a sign of improvement as compared to the previous time.

Improvement in complaint disposal time, feedback system also strengthened.

It was also informed in the meeting that during the financial year 2025-26, the number of complaints on the Chief Minister Helpline has increased, but the average time for resolution of complaints in major departments has decreased. Along with this, the system for taking feedback from complainants and department-wise monitoring has also been made stronger than before.

The next review will focus on quality and satisfaction

The Chief Minister directed all the secretaries and district magistrates to conduct a comprehensive review at their respective levels before the next review meeting. He said that in the next meeting, not only the number of complaints will be seen, but a detailed review will be done on the basis of quality resolution of complaints, satisfaction of the complainant and departmental accountability.

CM Pushkar Singh Dhami spoke to the complainants on phone

During the meeting, Chief Minister Pushkar Singh Dhami spoke directly to the complainants from different districts on phone and took information about the status of resolution of the complaints. Mohammad Salman of Almora said that his complaint related to garbage disposal has been resolved. He also pointed out the problem of drain construction, on which the Chief Minister directed the District Magistrate Almora to take action within 24 hours.

Akash Ramola of Tehri Garhwal said that the complaint regarding drinking water supply in Suman Colony of Chamba has been resolved. Zulfikar Khan of Haridwar told about the problems related to the Revenue Department, on which the Chief Minister directed the officials to take immediate action.

The Chief Minister also talked to Najam Khan of Udham Singh Nagar and Nandan Singh of Almora. Both the complainants expressed gratitude to the Chief Minister for satisfactory resolution of their problems through the helpline. In the meeting, Vice Chairman of State Disaster Management Advisory Committee Vinay Kumar Ruhela, Principal Secretary R. Of. Sudhanshu, L. Fanai, Dr. R. Meenakshi Sundaram, Secretaries, Additional Secretaries, Heads of Departments and all District Magistrates were present through virtual medium.
