RO-ARO Recruitment 2023 of Uttar Pradesh Public Service Commission (UPPSC) is once again in the news. After the High Court has imposed an interim stay on the joining of the selected candidates, the Commission is now preparing to strengthen its stand on the basis of the case related to Haryana Public Service Commission and the orders of the Supreme Court.

After the High Court imposed an interim stay on the joining of the selected candidates in the Review Officer (RO) and Assistant Review Officer (ARO) Examination-2023, the Uttar Pradesh Public Service Commission is now deeply studying the similar case related to the Haryana Public Service Commission and the orders given by the Supreme Court on it. The Commission says that the preliminary examination is only a ‘suitability exam’, the marks of which are not added to the final merit, whereas the final determination of reservation is done in the final selection stage. Commission Secretary Girijesh Tyagi said that the Supreme Court has already given an interim stay on the issue of implementing reservation at the preliminary examination level and the Commission will present its stand in the High Court on the basis of these established legal principles.

176 OBC candidates selected among 419 selected

It was informed by the Commission that in the final result declared on April 5, 2026, a total of 419 candidates were selected, out of which 176 candidates are from OBC category. That is, the share of OBC category in the total selection was 42 percent, while the percentage of general category was 28.16 percent. The Commission says that this result reflects a completely inclusive selection process, in which the balance of both merit and the rule-based reservation system was ensured.

The entire process was done as per the rules and advertisement.

Commission Secretary Girijesh Tyagi said that in the RO-ARO recruitment process, the Commission has completely followed the conditions of the advertisement and the established rules of 1994 and 1986. He said that in the three-tier examination system, the preliminary examination is only for screening and determining suitability, while the final selection is made on the basis of main examination, typing test and interview. In such a situation, the 42 percent representation given to the OBC category in the final result proves that the selection process has been completely transparent and in accordance with social justice.

Questions have been raised regarding the recruitment process in the High Court

A petition has been filed in the High Court by some candidates challenging the final selection list. Questions have been raised in the petitions regarding reservation and migration process, hearing which the High Court has currently put an interim stay on the joining of the selected candidates. However, the Commission says that the legal and factual aspects of the entire process will be presented in detail in the court.

Focus on Supreme Court orders in Haryana case

The Commission is now looking at the interim orders and legal observations given by the Supreme Court in the Haryana Public Service Commission case as an important basis for its stand. The Commission is of the view that on issues related to reservation and migration, the Supreme Court has already clearly indicated that the question of implementing reservation at the preliminary examination stage requires a detailed legal examination. On this basis, the Commission will present its stand in the High Court that the entire selection process has been done in a regular, transparent and in accordance with the established constitutional provisions, so that the selected candidates do not face any unnecessary trouble or loss.
