The decision comes after the expressway received a provisional completion certificate from the Independent Engineer, marking it as ready for public use under the concession agreement. Authorities indicated that the toll-free period is intended to allow a wider section of the public to experience the expressway’s infrastructure, facilities, and travel efficiency. Developed under a Public Private Partnership (PPP) model on a Design, Build, Finance, Operate, and Transfer (DBFOT) basis, the expressway grants concessionaires the right to collect toll for a defined period. Officials clarified that the financial impact of the toll exemption will be compensated by the state government or UPEIDA in accordance with the agreement terms.
Authorities also emphasized that operational and maintenance standards will remain unchanged during the toll-free phase. Provisions related to road safety, traffic management, and facility upkeep will continue to be enforced as per the concession framework. The 594-kilometre expressway, connecting Meerut to Prayagraj and passing through 12 districts, is being positioned as a major infrastructure project aimed at improving connectivity and logistics efficiency. Officials suggest that the temporary toll exemption may also contribute to increased public usage and awareness of the new route.
