Preparation to implement UCC in Bengal

Addressing the House, the Chief Minister said that the state government has started the process of implementing the Uniform Civil Code and is committed to taking forward this legislation after completing the necessary procedural steps. “The draft of the Uniform Civil Code (UCC) will be placed before the state cabinet on July 2. After cabinet approval, the bill will be introduced in the assembly in August,” the official said in the House.

The Chief Minister also announced the formation of a committee headed by former Supreme Court judge Justice (retd) Ranjana Prakash Desai, which will draft the UCC Bill for Bengal. According to the Chief Minister, the committee comprises experts from various fields, including legal experts and academicians, who will examine various aspects of the proposed law before submitting their recommendations.

He also informed the Assembly that the panel has been given one month’s time to submit its report to the government. “The committee has been given one month’s time to submit its report. After receiving the committee’s report, the bill will be introduced in the Assembly in August,” he said.

Reiterating the government’s commitment to implement the proposed law, the Chief Minister stressed that the state administration will move forward with the Uniform Civil Code after completing the legislative process. “The government is committed to bringing the UCC Bill, and the Uniform Civil Code will be implemented in Bengal under any circumstances,” the official said.

Antisocial Activities Control Bill also passed

The announcement came when the West Bengal Assembly on Monday passed the West Bengal Public Safety and Anti-Social Activities Control Bill, 2026, with 176 members voting in favor and 41 against. The newly passed bill aims to provide additional powers to the state administration to curb anti-social activities and foil criminal conspiracies, which the government said was necessary as previous laws had become “ineffective”.

In the objects and reasons of the West Bengal Public Safety and Anti-Social Activities Control Bill, 2026, the government said it felt the need for a new legal framework after the existing provisions were found inadequate to deal with organized anti-social elements. The government said it has been observed that certain sections of the society are indulging in anti-social activities, posing a serious threat to the life and property of genuine citizens of the state. It said the provisions of existing acts and rules were found ineffective and inadequate in dealing with such nefarious activities.

The primary objective of the new law is to provide more powers to the state to curb criminal activities and foil the planning of such crimes. The government said that with the aim of curbing these activities, giving strict punishment to anti-social elements and stopping their conspiratorial designs, it has been considered necessary to bring some provisions in the form of a new bill.
