Dialogue on Preventive Vigilance, Grievance Redressal and Transparent Administration was held at SECL Headquarters. CVC advisor Rajeev Verma stressed on effective vigilance system.
An interactive session on “Preventive Vigilance, Grievance Redressal and Vigilance Administration” was organized at South Eastern Coalfields Limited (SECL) Headquarters on Monday. The objective of the program was to further strengthen transparency, accountability and effective administrative system in the organization.
Addressing the event, Shri Rajeev Verma, Consultant, Central Vigilance Commission (CVC), New Delhi, said that the objective of preventive vigilance is not merely to investigate irregularities or punish the culprits, but to develop such a transparent and accountable system that the chances of irregularities are reduced in advance.
He expressed his views in detail on the need for fair and timely resolution of complaints, risk-based vigilance system and adoption of better administrative procedures.
SECL News: Presence of senior officers, employees involved in video conferencing
In this program, SECL Chairman-cum-Managing Director Mr. Harish Duhan, Chief Vigilance Officer of Northern Coalfields Limited Mr. Ajay Kumar Jaiswal, Director (Technical/Operations) Mr. N. Franklin Jayakumar, Director (Human Resources) Shri Biranchi Das, Director (Finance) Shri Darla Sunil Kumar, Chief Vigilance Officer Shri Himanshu Jain, Director (Technical/Planning and Projects) Shri Ramesh Chandra Mahapatra along with Heads of Departments and many senior officers were present. Officers and employees from various operational areas of SECL also participated in the program through video conferencing.
Vigilance Administration: Started with lighting of lamp and tribute to Sardar Patel
The program was started with the lighting of the lamp. After this, all the guests paid tribute to Sardar Vallabhbhai Patel by offering flowers on his portrait.
Harish Duhan: Transparency and accountability are the basis of our work culture
Chairman-cum-Managing Director Shri Harish Duhan in his address said that transparency, ethics and accountability are the core values of SECL’s work culture. He said that preventive vigilance is a strong foundation of effective governance and such interactions play an important role in further strengthening the culture of integrity and honesty in the organization.
Digital Governance: Increasing transparency through Digicall and online system
While delivering the welcome address, Chief Vigilance Officer Shri Himanshu Jain informed that the Information Technology based systems in SECL, such as DigiCol and various online portals, are making the decision process more transparent, faster and accountable. He said that these digital systems are also strengthening the preventive vigilance system.
Integrity Pledge: Oath of integrity administered to officers and employees
During the program, Chairman-cum-Managing Director Mr. Harish Duhan administered the pledge of integrity to all the officers and employees and gave the message of working with honesty and moral values.
Question Answer Session: Participants asked many questions
At the conclusion of the session, a question and answer program was organised, in which officers and employees asked many questions related to vigilance administration, grievance redressal and disciplinary procedures. Shri Rajeev Verma, Consultant, Central Vigilance Commission answered all the questions in detail with practical examples.
Review Meeting: Discussion on making the vigilance system more effective
Before the program, Mr. Rajeev Verma paid a courtesy call on Chairman-cum-Managing Director Mr. Harish Duhan. After this, a review meeting was organized under his chairmanship with the heads of departments and officials of the Vigilance Department. In the meeting, various points were discussed in detail to make the vigilance system of the organization more effective, transparent and result oriented.
