Delhi government has approved ‘Parivartan’ scheme to replace old polluting trucks and buses with BS-VI or electric vehicles. Vehicle owners will get many benefits like tax exemption, registration fee waiver and interest subsidy, which will reduce pollution.
New Delhi [भारत]July 20 (ANI): The Delhi government has approved the proposal to implement and support the Union Road Transport and Highways Ministry’s ‘Parivartan’ scheme (Accelerated Renovation of Vehicle Assets and Incentive Program to Reduce Transport Air Pollution and Network Emissions) in Delhi. According to Chief Minister Rekha Gupta, the scheme has been launched to replace old, polluting trucks and buses with BS-VI vehicles, vehicles with even stricter emission standards or electric vehicles, which will reduce air pollution and emissions caused by transport, according to a release issued by the CMO. This approval was given recently during the cabinet meeting of Delhi government.
Chief Minister Rekha Gupta said the scheme is an important step towards replacing old, more polluting trucks and buses in Delhi-NCR with vehicles complying with BS-VI or even stricter emission norms or electric vehicles. This initiative will strengthen the clean transportation system in the capital and help in reducing air pollution, while also facilitating modernization of commercial vehicles.
Attractive incentives for BS-IV and electric vehicles
It was announced that under the scheme, if a vehicle owner scraps a BS-IV (or older) Light Goods Vehicle (LGV) and buys a new electric LGV, he will get 100% waiver on motor vehicle tax and 100% waiver on registration fees for 10 years from the Delhi government. Additionally, benefits include 5% interest subvention, 8% discount from Original Equipment Manufacturers (OEMs), and a lump sum benefit equal to the value of the fuel voucher. On the contrary, if an old electric vehicle is purchased instead of a new one, the beneficiary will get 50% rebate on motor vehicle tax for 10 years, 5% interest subsidy, and a lump sum benefit equal to the value of the fuel voucher, the release said.
The scheme also covers replacement of BS-IV or older Medium Goods Vehicles (MGV) and Heavy Goods Vehicles (HGV). On scrapping such vehicles and purchasing new BS-VI vehicles, vehicles with stringent emission norms, or electric goods vehicles, the owner will get 100% motor vehicle tax exemption for 10 years, 100% registration fee waiver, 5% interest subsidy, 8% OEM rebate, and a lump sum benefit equal to the value of the fuel voucher. However, if an old BS-VI or electric goods vehicle is purchased instead of a new one, the benefits will include 50% motor vehicle tax exemption for 10 years, 5% interest subsidy, and a lump sum benefit equal to the value of the fuel voucher.
CM Rekha Gupta informed that old buses – BS-IV or older – have also been included in the scheme, the release said. These buses can only be replaced with BS-VI CNG or electric buses, and they will also be entitled to all the benefits available to goods vehicles. He said that under the scheme, eligible vehicles scheduled for scrapping will also get relief in respect of outstanding road tax and fitness penalty liabilities accumulated for more than a year. Additionally, BS-IV vehicles scheduled for replacement under this scheme will not be required to be compulsorily scrapped; Such vehicles can be sold in non-NCP cities located outside NCR. Non-NCAP cities are those which are not included in the National Clean Air Program (NCAP) list.
The Chief Minister said that the scheme is expected to benefit about 2.07 lakh truck and bus owners in Delhi-NCR. This initiative will replace a large number of old, high-polluting commercial vehicles on the roads with clean, modern vehicles, thereby reducing air pollution. He reaffirmed the Delhi Government’s strong commitment to promote clean transportation. Keeping this objective in mind, the scheme mandates that all Light Goods Vehicles (LGVs) purchased in Delhi under this initiative should be electric, while only BS-VI CNG or electric (EV) vehicles will be allowed for bus operations, according to the release.
The Chief Minister said that this scheme will further strengthen the objectives of Delhi EV Policy 2026. This will accelerate modernization of the commercial vehicle fleet and significantly reduce vehicular pollution. This entire scheme will be administered by the Union Ministry of Road Transport and Highways. (ANI)
