On this day, the Central and State Governments give awards to Panchayats in different parts of the country. Many times the Central Government also makes new announcements for Panchayats. This special day is celebrated keeping in mind the day of implementation of the 73rd amendment of the Constitution. The sole purpose of this day and the constitutional amendment is to strengthen the Panchayats. Despite all this, elections keep getting postponed in some states due to negligence of officers and political reasons. Panchayat elections are stuck in a big state like Uttar Pradesh. It is expected that these elections will be held after the assembly elections next year.

Elections have been stuck due to various reasons
Panchayat elections in Uttar Pradesh have been stuck many times due to various reasons. This time also we are stuck. No one knows when the elections will be held. There is no movement from the government to the administration. The biggest and important reason for this is the delay in finalizing the reservation list. Reservation of seats is decided before the Panchayat elections. In this, seats are reserved for Scheduled Castes, Scheduled Tribes, Other Backward Classes and women. This process is done afresh in every election, so it takes time.

Commission to decide reservation was not formed
In UP, the commission which has to do this work has not been formed yet. If everything had happened on time, elections would have been held in May 2026, but now it is certain that this is not going to happen. The second reason is administrative preparation. Panchayat elections are held on a very large scale. It employs lakhs of employees. Arrangements for polling stations have to be made. Security forces have to be deployed. Many times this preparation is not completed on time. Due to this also there is delay.
Panchayat voter list is also not ready
Another important reason is non-updation of voter list. In Panchayat elections, voter list is prepared at the village level. In this the work of adding and deleting names is done. If there is a complaint of any discrepancy in it, then the rectification process goes on. Due to this the election program goes ahead. Sometimes natural disasters or epidemics also become the reason. Like during Covid-19, election programs were affected in many states. Apart from this, lack of coordination between the state government and the Election Commission can also cause delay.

Panchayat elections in India are held under the 73rd amendment of the Constitution. This amendment was approved in the year 1992 and was implemented in the year 1993. After this, Panchayati Raj institutions got constitutional status. There are three levels of Panchayat system in every state. Gram Panchayat, Area Panchayat and District Panchayat. According to the rules, Panchayat elections are required to be held every five years. If a Panchayat is dissolved, there is a rule to hold elections within six months. The responsibility of conducting elections rests with the State Election Commission. This commission is independent and is constituted by the state governments.
Reservation is a very important decision
The provision of reservation is also important. There is a provision to reserve one-third of the total seats in Panchayat elections for women. In many states this percentage has been increased to 50. Seats are reserved for Scheduled Castes and Tribes according to their population. In some states, reservation is also fixed for OBCs.
Participation of Panchayats in development
Panchayats have been given local development work. This includes works like roads, water, sanitation, education and health. Panchayats are also given money and powers. In this, Gram Sabha is considered the most important unit. The rule is that authorized voters of the entire village should participate in the elections. This Gram Sabha is responsible for monitoring the work of the Panchayat.

What is the history of Panchayat elections in the country?
- The tradition of local self-government in India is very old. Even in ancient India, there were Panchayats at the village level. These Panchayats used to resolve disputes and also look after administrative work.
- The Panchayat system became weak during the British rule. In the year 1882, Lord Ripon talked about promoting local self-government. This is considered to be the beginning of local governance in India. Even after this the Panchayats could not become completely strong.
- After independence, a need was felt to strengthen the Panchayats again. Balwant Rai Mehta Committee was formed in the year 1957. This committee recommended a three-tier Panchayat system. After this, Panchayat elections started in many states.
- Ashok Mehta Committee was formed in the year 1978. It talked about giving more powers to Panchayats. Despite this, the Panchayats remained weak. In many places elections were not held on time. Governments used to dissolve Panchayats.
- Then a big change came in the year 1992. 73rd constitutional amendment passed. This gave constitutional status to Panchayats. Provision was made to conduct elections regularly. State Election Commission was established. Finance Commission was also formed which recommends funds to Panchayats.
- After this, Panchayat elections started becoming regular across the country. Women’s participation increased. Democracy strengthened at the rural level. Development work accelerated in many villages. But now there are cases like UP, where elections are not being held even after the due date.
- Even today, Panchayat elections are considered the foundation of democracy. These connect the people directly to the government. The people of the village elect their representatives. This increases accountability. However, challenges still remain. There is a lack of transparency in many places. Financial resources are limited. Nevertheless, the Panchayat system is the strong foundation of India’s democracy.
