This shameful incident took place in the 30-bed First Referral Unit Hospital of Sector 3 in the early hours of Saturday. A woman named Balesh, resident of Badauli village, was brought to the hospital when labor pain started.

According to the family members, they first reached the main gate of the hospital, but it was closed. Despite repeatedly knocking on the gate and shouting for help, no doctor, nurse or hospital staff came out. Balesh said the family then found another gate at the back, which was open, and entered the compound in search of help. He alleged that even then no doctor, nurse or support staff came to help him.

When the labor pain became very severe and no emergency help was available, the child was finally born in the hospital park itself. An experienced relative of the family conducted the delivery by torchlight. After this the mother and the newborn were shifted inside the hospital. Balesh further said, “My husband and brother-in-law kept shouting for help inside the hospital, but no staff came. By the time help arrived, the delivery had already taken place.”

Chaman Chandila, who accompanied Balesh, said, “The delivery was conducted by a woman from the family, who had some experience in handling childbirth.” The woman has given birth to her third son. District Deputy Civil Surgeon Dr. Rachna said that the patient came in a completely dilated condition and the delivery took place within a few minutes. “The OPD gate was closed at night, although the other gate was open for emergency services. It is unfortunate that the delivery took place outside the hospital,” he said.

In view of the uproar after this incident, the Health Department has started an investigation on the instructions of the Health Minister and the Director General of Health Services. Officials confirmed that there were deficiencies at the hospital. “The issue was the absence of an employee and a staff nurse at night. The patient’s family said they could not be found even after searching,” said Yadav, an official.

Yadav said that the hospital used to keep one gate closed at night, but now instructions have been given to keep both the gates open. He said, “The main road entry should remain open at night, while the OPD portion will remain barricaded. We have found two staff guilty and they have been suspended.”

The Haryana government has also announced the creation of a Maternal and Infant Mortality “War Room” in the next one-two months for better monitoring of pregnant women and strengthening emergency medical services.
