Delhi Cabinet has approved the Right to Service Bill 2026. Now time-bound government services will be a legal right of citizens and officials will be held accountable for delays.

Delhi Government has taken a big and historic step towards providing government services to the citizens within the stipulated time frame. The Delhi Cabinet, led by Chief Minister Rekha Gupta, has approved the Delhi (Right of Citizens to Time Bound and Ease of Delivery of Services) Bill, 2026. This new bill will replace the old law of 2011 and establish a technology-based, transparent and accountable administrative system.

The government says that the purpose of this law is to make government services not just a convenience, but a legal right of every citizen. This will guarantee people to get services within the stipulated time limit and will also fix the accountability of the concerned officers on unnecessary delays.

Delhi Right to Service Bill 2026: Time bound services now legal right of citizens

Under the new bill, it will be legally mandatory to provide notified services of various government departments to the citizens within the prescribed time limit. If for any reason the service is not provided on time, citizens will have the right to lodge a complaint and get its prompt resolution. The government believes that this will reduce visits to government offices, improve the quality of services and increase transparency in administrative processes.

Digital Governance: All services will be end-to-end online

The biggest feature of this new law is that the entire process of government services will be made digital. The entire system from applying to documents verification, approval, tracking and service delivery will be online. With the implementation of the digital system, citizens will be able to apply from home and will also get the facility to see the status of their file in real time. This is expected to reduce corruption and unnecessary human intervention.

Automatic Escalation System: In case of delay, the matter will automatically reach the senior officer.

If any officer does not provide service within the stipulated time, the case will automatically pass to the next competent officer. This has been called the Automatic Escalation System. The objective of this system is to dispose of pending cases expeditiously and to curb the tendency of unnecessary stalling of files at any stage.

Citizen Grievance Redressal: Independent mechanism will be ready for complaints

In the new law, a provision has been made for an independent grievance redressal system to resolve the complaints of citizens. If a citizen does not get the service on time or there is any hindrance in the process, he will be able to file a complaint under the prescribed system. Hearing and resolution of complaints will be done as per the prescribed procedure.

Delhi Right to Service Commission: Independent commission will be formed for monitoring

Delhi Right to Service Commission will be constituted under the bill. This commission will work to ensure effective implementation of the law, monitoring of complaints, review of performance of departments and accountability. Experts believe that the creation of an independent commission will make monitoring of law enforcement more effective and will also strengthen citizens’ trust.

Accountability: Officials may be fined for negligence

The Bill also includes punitive provisions to ensure accountability. If any officer does not follow the time limit without any valid reason, then action and financial penalty can be imposed against him as per the prescribed rules. The aim of the government is not to punish, but to develop a timely and responsible administrative culture.
