  4. Deciding the priority of the three armies: CDS has a role in deciding which system should be purchased first, what kind of preparation should be strengthened in which area, which need should be fulfilled first.
  5. Impact on tri-service institutions: CDS plays a major role in the operation of some tri-service organizations, agencies and structures. This is a part related to increasing joint combat capability.

Can CDS decide to start war?

CDS alone cannot take the decision of war in India. The final decision on war or major military operations in India is taken by the political leadership. In America, the power of war and major military decisions rests with the political leadership. The chain of operational command generally runs from the President to the Defense Minister.
  • Britain: Its equivalent post in Britain is Chief of the Defense Staff. He is the top military advisor to the government and the Prime Minister. It has a major role as the professional head of the British Armed Forces. Nevertheless, the final decision of the war is taken by the political leadership there too. This authority is vested in the Prime Minister, the Cabinet and the state system.
  • France: A similar position in France is Chief of the Defense Staff, as in Britain. In the French system it is often considered a post with more active military operational coordination. In France the role of the President is very strong in national security and military matters.
