The new Chief of Defense Staff in India, NS Raja Subramani, has taken charge. He replaced General Anil Chauhan, who completed his tenure on May 30. In India, Modi government had earlier appointed General Vipin Rawat as CDS. He died in a helicopter accident. Then General Anil Chauhan got the responsibility. This post has been created with the intention of creating coordination among the three armies and making best use of the available resources. CDS alone cannot take the decision of war in India. The final decision on war or major military operations in India is taken by the political leadership.

What does CDS mean?

After the Kargil war, the need was felt to have a post which would bring together the thinking of the three armies. Moving forward in this direction, India created the post of CDS. Its objective is better coordination among the three armies, setting priority in arms procurement, working towards joint command and theater command and integrated preparation for future wars.
What are the rights of CDS in India?
CDS in India has many important responsibilities, but there are some limitations too.
- Principal Military Advisor to the Defense Minister: The CDS advises the Defense Minister on matters related to the three services. If any issue is of joint military strategy, then the role of CDS becomes very important.
- Head of Department of Military Affairs: In India, CDS is also the head of the Department of Military Affairs. That means it plays a big role in many administrative and policy decisions.
- Increasing Jointness: The major work of CDS is coordination in training, uniformity in logistics, improving communication system, shared use of resources, improving the direction of theater command.
- Deciding the priority of the three armies: CDS has a role in deciding which system should be purchased first, what kind of preparation should be strengthened in which area, which need should be fulfilled first.
- Impact on tri-service institutions: CDS plays a major role in the operation of some tri-service organizations, agencies and structures. This is a part related to increasing joint combat capability.
Can CDS decide to start war?
CDS alone cannot take the decision of war in India. The final decision on war or major military operations in India is taken by the political leadership. Under the leadership of the PM, the Central Government, Cabinet Committee on Security and Constitutional Framework take final decisions like war. The President is the supreme commander of the armed forces of India, but practical decisions are taken through the government. The role of CDS is to advise, prepare, suggest options and make joint military planning. It is not their sole right to take decisions.

Does the CDS have direct command of the three armies in India?
This is also an important question. India’s CDS is a very influential post, but it does not replace the Army, Navy and Air Force chiefs in every situation. All three army chiefs hold significant authority in matters related to their respective forces. The CDS’s emphasis is on jointness, not on day-to-day service-specific command. That means India’s model is one of coordination and joint strategy.

- United States: In America, the closest post to India’s CDS is Chairman of the Joint Chiefs of Staff. This post is the principal military advisor to the President, Defense Minister and National Security Council. But even in America this position alone cannot start a war. In America, the power of war and major military decisions rests with the political leadership. The chain of operational command generally runs from the President to the Defense Minister.
- Britain: Its equivalent post in Britain is Chief of the Defense Staff. He is the top military advisor to the government and the Prime Minister. It has a major role as the professional head of the British Armed Forces. Nevertheless, the final decision of the war is taken by the political leadership there too. This authority is vested in the Prime Minister, the Cabinet and the state system.
- France: A similar position in France is Chief of the Defense Staff, as in Britain. In the French system it is often considered a post with more active military operational coordination. In France the role of the President is very strong in national security and military matters. Because of this, the relationship between military advice and operations there appears to be more direct with the political leadership. But the final decision is taken by the political top leadership there also.
- Pakistan: Here the post is not completely similar to that of CDS of India, but is considered close. At present Asim Munir is posted as Chief of Defense Forces and Chief of Army Staff. The job of this post is to increase coordination between the three armies. However, even in Pakistan, the individual powers of the army chiefs remain very important. The decision to go to war there is also considered to be institutionally linked to political and state leadership, even if in practice the influence of the military is very high.
- Australia: The equivalent position in Australia is Chief of the Defense Force. This post is considered very strong.It plays an important role in the command and joint operations of the Australian Defense Force. - Israel: The closest position in Israel is Chief of the General Staff. This post is considered very influential. Because Israel’s security situation remains constantly sensitive. Which country’s CDS or equivalent post has the most power?
In some countries this position seems stronger. For example, Australia, Israel, some European countries, countries with centralized military structure can be named. But no one has the power to decide on war alone. In any big democracy, the CDS or an officer of similar rank does not have the right to take the decision of war.
Why is this limit kept in democracies?
Army is a very powerful institution in a democracy. Therefore civilian control is kept on it. The army will protect the country, but the final decision on the war will be taken by the government elected by the people. This system is considered necessary so that military power is used with political accountability.
How different is India’s model from the world?
India’s model is balanced. This is neither completely like the American model, nor the British, nor the Israeli one.India has created CDS according to its needs.
