The name of this event is taken from Halwa, a traditional Indian sweet. During the ceremony, a large quantity of halwa is prepared in a large iron vessel inside the Finance Ministry. The Finance Minister stirs the halwa first, after which it is served to the officials and staff involved in preparing the budget.
