Minimum basic salary will increase from Rs 18,000 to Rs 69,000?

8th Pay Commission: The wait of central government employees and pensioners has now taken a very interesting turn. The first round of formal talks between the government and employee unions regarding the 8th Pay Commission have been completed. The demands that have emerged from this conversation can change the economic future of millions of families. Employee organizations have proposed to the government to directly increase the minimum basic salary from Rs 18,000 to Rs 69,000. This is a lump sum increase of 283% compared to the previous pay commission. In this era of rising inflation, if the government gives green signal to this demand of fitment factor of 3.83, then the fortunes of about 36 lakh employees and lakhs of pensioners of the country are sure to shine.

How will the basic salary be 69 thousand?

The ‘fitment factor’ has an important role behind this historic surge. This multiplier was fixed at 2.57 in the Seventh Pay Commission. This time employee organizations (NC-JCM) have strongly demanded to increase it to 3.83. This mathematics can be understood like this: If the current minimum salary of an employee is Rs 18,000, then multiplying it by 3.83 makes the new basic salary Rs 68,940 (approximately Rs 69,000). Under the same formula, the minimum pension range will also increase from Rs 9,000 to Rs 34,470.

Why was there a need for such a big increase?

The demand for this huge increase in salary has not been made in thin air. The employee representatives clearly argue that the current wage structure is proving to be dwarf in front of today’s rampant inflation. In today’s era, internet, mobile data and digital expenses have become not a luxury but a basic necessity. In the last few years, the cost of education, health facilities and living in cities has increased manifold. According to NC-JCM convenor Shiv Gopal Mishra, employees of Railways, Defence, Postal, Income Tax and other civil services have proposed to increase the basic pay as well as annual increment from 3% to 6%.

Employees are adamant on old pension (OPS) and allowances

The agenda of this Pay Commission meeting was not limited to monthly salary only. Employee unions have included among their main demands the restoration of the old pension scheme (OPS) instead of a new pension scheme based on market risks. Apart from this, major reforms in allowances have been advocated. Demands have been raised for House Rent Allowance (HRA), Transport Allowance and better compensation especially for those working in challenging sectors like Railways and Defence. Organizations also say that to deal with rising inflation, the Pay Commission should be constituted every 5 years instead of 10 years.

When will you get this new salary?

The 8th Pay Commission constituted in November 2025 has 18 months to submit its recommendations to the government. At present the Commission is consulting all concerned parties, after which a detailed report will be prepared. Finally the Union Cabinet will give its decision on this report. Although there is no official date for its implementation yet, but it is a matter of relief for the employees that whenever it is implemented, its financial benefits and arrears will be added from January 1, 2026 itself.
