New Delhi : Tamil Nadu Chief Minister C. Joseph Vijay strongly advocated giving more powers to the states, financial assistance and cooperative federalism in the 11th Governing Council meeting of NITI Aayog held on June 11. He said that the dream of a developed India can be realized only when the states are strong and development is inclusive.

Tamil Nadu second largest economy
- In this meeting chaired by Prime Minister Narendra Modi, CM Vijay said that Tamil Nadu is committed to working closely with the Central Government, but will also protect the interests and aspirations of the state.
- He said that Tamil Nadu, which is India’s second largest economy, is aiming to become a $1.5 trillion economy by 2036. This will be a major contribution to the vision of a developed India by 2047.
CM Vijay made demands for the youth
- Stating that empowering the youth is his priority, Vijay proposed ‘Youth Skill and Employment Mission’. Under this, every year five lakh youth will be given internship and industry related training along with stipend. He sought help from the Center to open new technology skill centers in every district and to provide training to five lakh youth in sectors like Artificial Intelligence (AI), Cyber Security, Deep Technology, Cloud Computing, Electric Vehicle Technology and Semiconductor.
- Besides this, he also requested support from the Center in creating world-class start-up incubators and venture capital ecosystem for deep-tech companies.
How is it from NEET to school studies?
- On the issue of education, CM Vijay once again opposed the NEET exam for undergraduate medical and dental admission. He said that this examination has adversely affected the rural and socio-economically backward students. He appealed to the Center to allow the state to fill all the state quota seats in MBBS, BDS and AYUSH courses only on the basis of 12th class marks.
- Emphasizing on inclusive development, the Chief Minister proposed ‘Poverty Free Tamil Nadu Mission’, the objective of which is to identify vulnerable families and connect them with welfare schemes. He also sought financial help from the Center in schemes to build affordable houses for the poor.
CM Vijay put a big demand before Modi?
- Tamil Nadu CM requested the Central Government to give approval to build a second AIIMS in Coimbatore in the state. He said that the state government will provide necessary land for this.
- On women-centric development, he said that 42% of the total women working in factories in India are in Tamil Nadu alone. She also mentioned the launch of “Singa Pen Sirappu Athiradi Padai” (Women Special Action Force), which aims to strengthen policing with the help of technology.
- On the issue of farmers, Vijay referred to the recently announced Rs 2,045 crore ‘Cooperative Crop Loan Waiver Scheme’, which will provide debt relief to marginal, small and other farmers.
- The Chief Minister also raised the concerns of fishermen of Tamil Nadu. He appealed to the Center to protect the traditional fishing rights of Indian fishermen in the Palk Bay and to release fishermen and their boats detained by neighboring countries. He sought immediate diplomatic intervention for the release of fishermen from Tamil Nadu jailed in Sri Lanka and Pakistan.
- Citing the state’s 1,076 km long coastline, CM Vijay sought more help from the Center to deal with the threat of cyclones and floods. He requested cooperation for permanent flood protection infrastructure and a ‘comprehensive disaster management mission’ so that there is no loss of life in any disaster.
- He also urged the Center to declare the Space Manufacturing Hub located at Kulasekarapattinam as ‘National Space Manufacturing Hub’ so that India’s share in the global space economy can increase.
- On digital connectivity, Vijay said that BharatNet Phase-II work in Tamil Nadu is almost 97% complete and sought help in addressing the challenges of last-mile connectivity.
- The Chief Minister also requested to release central assistance of Rs 2,283.40 crore for Hogenakkal Phase-III Combined Water Supply Scheme.
