UCC Bill Passed in Assam: The debate regarding Uniform Civil Code (UCC) has once again intensified in the country. After Uttarakhand and Gujarat, Assam has now joined the list of states where the Assembly has approved the UCC Bill. After this decision, new discussions have started at the political and social level. The government is calling it a big step towards equality and uniform law, while the opposition and many social organizations are now eyeing the process and impact of its implementation.
Under this bill passed in the Assam Assembly, it has been proposed to implement a uniform legal framework for all citizens of the state in matters related to marriage, divorce, inheritance and live-in relationships. However, Scheduled Tribes have been kept out of the scope of this law, so that the constitutional protection given to them is not affected.

Will be implemented after President’s approval
Assam Chief Minister Himanta Biswa Sarma said after the bill was passed in the Assembly that it will now be sent for the President’s approval. It will be fully implemented in the state only after getting the approval of the President.
The Chief Minister said that after getting the approval, six to seven rules related to this will have to be notified. Although the government has already completed preparation of these rules, they cannot be implemented before the constitutional process is completed. The government estimates that the entire process may take about three to six months to complete.

What is special in this UCC bill?
The UCC Bill passed by the Assam government aims to replace separate personal laws with a uniform civil law in the state. Under this, it has been said to bring subjects like marriage, divorce, property rights and live-in relationships under a single legal framework.
The government argues that this will bring equality in the law and order system and citizens will get the benefit of the same legal process. The decision to keep Scheduled Tribes out of this scope has been taken so that their traditional and constitutional identity can be protected.
What did Himant Sarma say after passing in the assembly?
After the bill was passed in the Assembly, Chief Minister Himanta Biswa Sarma called it a historic decision. He said implementation of UCC was a key promise of his government’s election manifesto and the government accomplished it in the very first assembly session immediately after the elections.
The Chief Minister said that he is happy and proud that Assam has become the third state in the country which has taken concrete steps towards adopting the Uniform Civil Code. He also expressed his gratitude to all the members of the Assembly who contributed in passing the bill.
Debate on UCC intensified again across the country
After the passing of UCC Bill in Assam, the debate on this issue has again intensified across the country. Supporters say that this will ensure equal rights and equal legal system for all citizens. At the same time, opposing groups argue that considering India’s cultural and religious diversity, implementation of such a law may pose many social and legal challenges.
