Delhi government is going to take a big step towards making the procurement process in the health department more transparent and accountable. Now preparations have been made to create Delhi State Health Corporation (DHSC) in place of Central Procurement Agency (CPA). The government has prepared a proposal in this regard and sent it to the Lieutenant Governor. After getting approval, it will be placed in the cabinet and then in the assembly.

Will work as an autonomous organization

The new agency will be developed as an autonomous institution. For this, a separate administrative structure and independent cadre will be created, while its monitoring will remain with the Secretariat of the Health Department. The government aims to make the procurement of medicines and medical equipment more systematic, transparent and responsible.

Procurement will be done through e-procurement system

In the new system, all procurement processes will be done through the e-procurement platform of the Central Government. With this, the process related to tender and procurement will be digital, transparency will increase and better compliance with the rules can be ensured. Besides, the role of administrative officers will be increased in procurement related decisions, so that accountability remains clear.

Decision taken after irregularities

The government has taken this step after complaints of alleged irregularities and irregularities in the procurement process of the Health Department. During the investigation, the Vigilance Department had checked the concerned office, where many important procurement files were not found available. After this, a detailed investigation of the entire matter was started.

Medical stores will be built at district level

The new system plans to adopt the model of Tamil Nadu Medical Services Corporation. Under this, modern stores of medicines and medical equipment will be built in every district. With this, supply of medicines and equipment as per requirement to hospitals, dispensaries and Ayushman Health Centers can be ensured within a few hours.

The government believes that after the implementation of the new system, the procurement system of the health department will become more transparent, faster and effective, so that the benefits of government health services will reach the patients on time.
