New Delhi [भारत]July 21 (ANI): The ministry is set to release an annual report on mine closures (AAROH) and sign an implementation agreement with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to promote the coal industry, according to a statement from the coal ministry on July 22.
The statement said mine closure is a critical phase of the mining lifecycle, including ecological restoration, land reclamation and productive re-use of post-mining sites to generate community and economic benefits. Therefore, the Coal Ministry has developed several frameworks in recent years – including the RECLAIM framework for community engagement, the LIVES framework for sustainable mine closure and re-use and SUVIKALP, an interactive decision-support tool to evaluate mine re-use options.
“The Coal Ministry is set to release the ‘AAROH – Annual Report on Mine Closure’ on 22 July 2026 in New Delhi,” the statement said. With these initiatives, the government aims to promote scientific mine closure, stakeholder participation and sustainable land-use planning in the coalfields.
42 mines closed scientifically
“For the first time since Independence, 42 coal mines have been scientifically closed as per approved mine closure plans. This report presents the transformative journey of these closed mines, showing how scientific land-reclamation, ecological restoration, sustainable post-mining land use and community-centric interventions have made it possible to productively re-use former mining areas,” the release said.
According to the release, the program will showcase grassroots innovations in mine reclamation, ecological restoration and community-centric rehabilitation. Additionally, the exhibition organized simultaneously will highlight the initiatives of Coal India Limited and its subsidiaries, NLC India Limited, Singareni Collieries Company Limited (SCCL), NTPC and private mining organisations.
Technical cooperation with Germany
“The Coal Ministry will sign an implementation agreement with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to promote technical cooperation on ‘closure of coal mines’,” the statement said.
According to the release, Bharat Coking Coal Limited (BCCL), Jharia Rehabilitation and Development Authority (JRDA), Hindalco Industries Limited and Rajdhani Universal Fabrics Private Limited will sign tripartite Memorandum of Understanding (MoU) to set up vocational training facilities under the revised Jharia Master Plan.
