Keep the balcony clean.
Pigeons love flocking to places with dirt or leftover food. If they find a source of food, water, or a good nesting spot, they will keep returning. So, avoid leaving water bowls or junk on your balcony. Also, try not to have too many plants, as they can use them for hiding.
