New Delhi [भारत]July 22 (ANI): A public interest litigation (PIL) has been filed in the Delhi High Court seeking a court-monitored investigation by the National Investigation Agency (NIA) into the “Sansad Chalo” protest held on July 20 over the alleged NEET paper leak. The petition claims that the incident was not just a demonstration by students but involved organized violence. Besides, questions have also been raised on the role of political leaders, alleged foreign funding and possible big conspiracies. The petition demands transfer of all FIRs registered by Delhi Police in connection with the incident to a special investigation agency and action against all those responsible for the alleged violence.
This PIL has been filed by former vice president of Akhil Bharat Hindu Mahasabha, Satish Kumar Aggarwal, through lawyers Sneh Vardhan and Pratibha Sinha. In this, the Union of India, National Investigation Agency (NIA), Central Bureau of Investigation (CBI), Delhi Police Commissioner and the Government of NCT of Delhi have been included as defendants.
What are the allegations made in the petition?
According to the petition, the protests over the alleged NEET paper leak had started at Jantar Mantar on June 6, 2026. It added that the agitation later transformed into a “Sansad Chalo” march on July 20, during which protesters reportedly attempted to move towards the Parliament House. The petitioner claims that the incident resulted in violence, stone pelting, injuries to police personnel, attacks on journalists, damage to public and private property and disruption of public order.
Demand for investigation by special agency
The petitioner has sought direction to the NIA or any other special investigation agency to investigate the July 20 incident, including the alleged attempt to enter the Parliament area, attacks on police personnel and violence during the protest. The petition has also demanded transfer of all the FIRs registered by Delhi Police in connection with this incident to the investigating agency. It further urged the Court to direct the authorities to identify all those responsible for violence, vandalism, obstruction of emergency services and damage to property, register FIRs wherever necessary and take action as per law.
Allegations of political and foreign conspiracy
The petition alleges that the protest which started over the NEET exam, later got influenced by political parties and other groups. It claimed that several political leaders visited the protest site and that the protest was no longer a student-led movement. It also made allegations about the involvement of foreign-funded organizations and called for an investigation into those claims. These allegations are based on newspaper reports attached with the petition.
Sonam Wangchuk and Arundhati Roy also mentioned
The PIL also mentions activist Sonam Wangchuk’s involvement in the protests and makes allegations about her links with some foreign organizations and institutions. It further mentions the participation of writer Arundhati Roy and the statements she allegedly made during the protest. The petitioner argues that these aspects need to be investigated by the competent authorities.
Investigation should be done from national security angle
The petition further alleged that the protesters stopped an ambulance, attacked journalists, damaged public and private property and created law and order problem in the Connaught Place area. It also referred to reports that police personnel were injured during the protests and argued that the incident should be examined from a national security perspective rather than treating it as a general law-and-order issue. According to the petitioner, although the Constitution protects the right to peaceful protest, that right cannot be used to justify violence, damage to property, obstruction of emergency services or actions that affect public order. The PIL argues that there is a need for a detailed investigation into the circumstances surrounding the July 20 protest to determine whether any organized or external elements were involved and to identify all responsible persons.
