Secret tuition and the game of lakhs: the dreadful truth behind closed doors

What has been revealed in the CBI investigation is like the story of a suspense thriller film. In the last week of April, when 22 lakh students across the country were preparing for NEET day and night, a deal for the future of the country was being made in a closed house in Pune.

According to the CBI, the main accused, chemistry lecturer PV Kulkarni, along with his colleague Manisha Waghmare, had organized a ‘Secret Tuition Session’ at his Pune residence. Lakhs of rupees were charged from selected candidates to attend this session. No normal studies were taking place in this secret class, rather the actual questions of the exam considered to be the most secure in the country, their multiple choice options and the correct answers were being dictated. Students noted them in their personal notebooks and memorized them.

When the investigating agency investigated Kulkarni’s horoscope, the bitter truth came to light. The accused PV Kulkarni is no ordinary teacher, but a retired college professor, who for years was a part of the highly secretive and exclusive panel of NTA that prepares the question papers of NEET.

CBI’s official claim is: “Due to this VIP diplomatic access, Kulkarni had direct access to the actual NEET-UG question papers to be held on May 3, 2026. Taking advantage of this, he leaked the entire paper before the examination and the investigation has now irrefutably revealed the real source of the Chemistry paper leak.”

Initially, an attempt was made to hush up this entire game by calling it a common ‘guess paper’ (estimated question paper) prepared by coaching centres. When the Special Operations Group (SOG) of Rajasthan Police started the investigation, some hand-written pages revealed the depth of this conspiracy.

Normally tutors prepare practice questions based on the trends of previous years, but this so-called guess paper had such a connection with the leak that the officials themselves were shocked. This alleged guess paper consisted of a total of 281 questions. When the actual exam took place on May 3, all 90 questions from Biology and all 45 questions from Chemistry asked in the NEET exam were exactly matched with this paper. This 100% matching in this examination with a total of 180 questions became a strong proof that the paper was completely leaked, under the pressure of which NTA had to take the historic decision of canceling this examination on 12th May.

Rajasthan to Sikar route: Was this black business going on for generations?

So far 7 people have come on the nationwide radar of CBI. A major strand of the investigation is linked to Jaipur and Sikar districts of Rajasthan. Two accused, who came to CBI from the custody of Rajasthan Police – Mangi Lal and Dinesh Biwal (who are related to each other) – have emerged as the strongest grassroots links of this network.

The information received from police sources is even more shocking. It is suspected that this family was involved in the black business of leaking and selling medical entrance exam papers for the last several years. Not only did he sell this year’s leaked paper to a big coaching hub of Sikar, but in previous years also he had secretly obtained papers for his family and special clients. At present, CBI is busy connecting the links of this entire gang with other parts of the country and exposing the white collars involved in this syndicate. The future of 22 lakh students is at stake, and the suspense is thick as to how many more big names are yet to emerge in this quagmire.
