Delhi Pollution Control Plan 2026: When will the ban on non-BS VI commercial vehicles come into effect in Delhi? What new rules is the government bringing to stop pollution in winter? What changes will there be regarding parking fees, PUCC and work from home?
Air pollution becomes a serious challenge as winter begins in Delhi. Every year millions of people have to face health problems due to smog and poor air quality. This time, instead of waiting for winter, the Delhi government has started preparations in advance. Announcing the Winter Air Quality Management Plan 2026, Chief Minister Rekha Gupta said the government will implement several important steps to control pollution from November to February. The aim is to adopt effective strategies in advance instead of taking emergency decisions after pollution increases.
Ban on outside commercial vehicles from November 1
Under the new scheme, there will be a ban on entry of non-BS-VI commercial vehicles registered outside Delhi into the capital from November 1, 2026 to January 31, 2027. The government believes that this will significantly reduce pollution caused by vehicles. Apart from this, fuel will be given at the petrol pumps of the capital only to those vehicles which have a valid Pollution Control Certificate (PUCC). This step has been taken to strengthen monitoring of polluting vehicles.
Parking expensive, work from home promoted
Delhi government is also going to increase parking charges to reduce the use of private vehicles. Fees at authorized parking spaces will be doubled from 1 November 2026 to 28 February 2027. Also, the system of starting work at different times will be implemented in government and private offices. Some employees will also be given the facility to work from home, so that the number of vehicles on the roads reduces and pollution along with traffic also reduces.
There will be strict monitoring on construction works
Special monitoring will be done on construction activities to control dust pollution in winter. From November 1 to January 31, all construction agencies will have to follow environmental standards. In view of the possibility of increase in pollution, especially between 10 December 2026 and 20 January 2027, additional restrictions may be imposed on some construction works. Use of anti-smog guns and mist suppression systems will be made mandatory at large construction sites.
Strict action against those who burn open fire
The government has made arrangements for drone surveillance to prevent incidents of burning of garbage, leaves and other materials. Field teams will also be active and those violating the rules will be fined. Chief Minister Rekha Gupta said that the fight against pollution is not the responsibility of the government alone. Participation of citizens, RWAs, industries and business institutions is also necessary in this. The government hopes that these measures will make Delhi’s air cleaner and safer than before during winter.
