Through this, suggestions and demands have been invited from employee organizations, defense personnel and pensioners.
The government has fixed the last date for sending these suggestions as 30 April 2026. Different employee organizations and unions have put forward many important proposals related to salary, pension and promotion before the Commission. It is believed that if some of these major demands are accepted, there may be a major change in the income and facilities of the employees.
1. Demand to increase minimum basic salary
Employee organizations have demanded a major increase in the minimum basic wage. At present the minimum basic salary of central employees is around Rs 18,000. It has been proposed that it be increased to approximately Rs 51,000 to Rs 57,000, so that the salary structure can be better in line with rising inflation.
2. Proposal to increase the fitment factor
There has also been a demand to increase the fitment factor which plays an important role in salary determination. At present it is 2.57, but employee organizations suggest that it should be between 2.86 to 3.00. If this happens, then it is considered possible to increase the total salary of the employees by about 30 to 50 percent.
3. Multi-level fitment factor
Some organizations have suggested applying different fitment factors for different levels of employees. Under this, it has been said to fix a higher ratio for lower level employees and a slightly different ratio for senior officers, so that the salary structure can become more balanced.
4. Change in annual salary increment
Employee organizations have also proposed to increase the rate of annual increment. Currently, employees get an increase of about 3 percent every year. It has been suggested that it should be increased to 5 to 7 percent.
5. Restoration of old pension scheme
Many employee organizations have been demanding the restoration of the Old Pension Scheme (OPS) for a long time. He says that this will provide financial security to the employees after retirement and there will be certainty of pension.
6. Improvement in minimum pension
There has also been a demand for better arrangements for pensioners. It is proposed to increase the existing minimum pension from Rs 9,000 to approximately Rs 20,000 to Rs 25,000, so that retired employees can get better financial support.
7. Changes in MACP Plan
Changes have also been suggested in the MACP (Modified Assured Career Progression) scheme related to promotion and financial upgradation of employees. It is proposed that the gap in benefits be reduced, so that employees can get more opportunities to advance in their career.
8. Change in family unit formula
It has also been suggested to change the family unit formula used in salary determination. In this, it has been said that the salary should be fixed by increasing the number of family members, so that the rising inflation and family needs can be kept in mind.
When can the recommendations be implemented?
The commission has been given about 18 months to prepare its recommendations. Although the wage revision may be considered effective from January 1, 2026, the actual payment and distribution of arrears may possibly begin during 2027 or 2028.
