In Surguja district of Chhattisgarh, Chief Minister Vishnu Dev Sai suddenly reached the village and sat on the cot and listened to the problems of the villagers. Under ‘Good Governance Tihar 2026’, he won the trust of the people by giving instructions for electricity bill waiver and quick solution.
Villagers in Surguja district of Chhattisgarh were surprised on Saturday when Chief Minister Vishnu Dev Sai’s helicopter suddenly landed near the village. Within a short time, the village chaupal was decorated and the Chief Minister himself was seen sitting on the cot and listening to the problems of the people. This scene became a different picture of not just an administrative visit, but direct communication between the government and the village.
Under the ‘Good Governance Tihar 2026’ campaign, Chief Minister Vishnu Dev Sai reached Shantipara of Gram Panchayat Silma located in Batauli development block of Surguja district. Here he organized a Jan Chaupal and interacted directly with the villagers and in many cases gave instructions to the officials for solutions on the spot.
Conversation took place sitting on the cot, people expressed their problems openly
As soon as the Chief Minister reached the village, a large number of villagers gathered in the Chaupal. The Chief Minister listened to the problems of the people sitting on the cot in the traditional style. The villagers presented applications related to electricity, financial assistance, benefits of schemes and local problems before the Chief Minister. The Chief Minister directed the officials to ensure that all the applications are resolved within the stipulated time. He said that the aim of the government is not just to make schemes but to ensure that their benefits reach the last person.

Villager becomes emotional for electricity bill waiver
During Jan Chaupal, Rajesh Shukla, resident of village Suarpara, mentioned his financial problems. He told the Chief Minister that due to poor financial condition he is not able to pay the electricity bill and the family is going through difficult times. Taking the matter seriously, Chief Minister Vishnu Dev Sai directed the officials to start the process of electricity bill waiver and provide necessary financial assistance. Rajesh Shukla became emotional after this decision of the Chief Minister. He said that he was worried about the problem for a long time, but for the first time someone listened to him seriously and assured him of an immediate solution.
Called ‘Good Governance Tihar’ as a campaign for change
Addressing the Jan Chaupal, Chief Minister Vishnu Dev Sai said that ‘Good Governance Tihar 2026’ is not just a government program but an effort to bring positive changes in the administrative system. He said that under this 40-day campaign, the administration itself will go to every village to listen to the problems of the people and ensure solution on the spot. The Chief Minister said that earlier common people had to visit government offices for small tasks, but now the governance itself is reaching out to the citizens.
Strict instructions given to officials
The Chief Minister gave clear instructions to the officers present that every application received in the Chaupal should be taken seriously and disposed of within the stipulated time. He also said that constant monitoring at the ground level is necessary to know the actual status of implementation of the schemes. For this purpose, the government is directly reaching the villages and taking feedback from the people.
Know the ground reality of the schemes
During the visit, the Chief Minister also inquired about the status of ongoing development works and government schemes in the area. By talking to the beneficiaries, he tried to understand whether the benefits of the schemes are actually reaching the people or not. The villagers also presented issues related to roads, electricity, water and other facilities before the Chief Minister.

Many public representatives and officials were present
On this occasion, Tourism Minister Rajesh Aggarwal, Lundra MLA Prabodh Minj, Mayor Manjusha Bhagat, Collector Ajit Vasant and many public representatives and officials were present. A large number of villagers also participated in the Chaupal.
Why is this tour in discussion?
This visit of Chief Minister Vishnu Dev Sai is in the news because instead of administrative formalities, direct communication and quick decisions were seen. From the helicopter landing in the village to sitting on the cots and listening to the problems of the people, the entire incident gave a different message among the villagers. Political experts believe that programs like ‘Good Governance Tihar’ are part of the government’s efforts to strengthen its grassroots grip and connect the administration directly with the public. At the same time, this initiative is becoming an opportunity for the villagers to convey their problems directly to the Chief Minister.
