CAQM order- Only L5 electric 3-wheelers will be registered in Delhi-NCR from 2027.

Government will register only three-wheelers with batteries

Pollution has always been a big concern in Delhi-NCR. Now the Commission for Air Quality Management (CAQM) has taken three major decisions against this poisonous smoke. If you live in Delhi or nearby cities, then these new rules are going to completely change your daily commute and the commercial vehicle market. Strict restrictions are being imposed to avoid the suffocating air, which will have a direct impact on your daily routine.

No PUC, no petrol

Now the rules are going to be completely strict on petrol pumps of Delhi-NCR. Generally, people are very careless in getting the Pollution Certificate (PUC) of their vehicle made. The Commission has adopted a strict attitude to correct this habit. The system of ‘No PUC, No Fuel’ will be strictly implemented in the entire National Capital Region (NCR) from October 1, 2026. If you do not have a valid pollution test certificate for your vehicle, then the petrol pump operator will flatly refuse to provide you fuel. The era of getting PUC done due to fear of challan is about to end, because without it you will not be able to fill petrol or diesel in your car.

Only new electric three-wheelers will run on the roads

Along with reducing pollution, a new outline has also been drawn for the commercial vehicle market. The market of three-wheeler (L5 category) carrying goods or passengers will now be completely dominated by electric vehicles. According to the rules, no new petrol, diesel or CNG auto rickshaws will be registered within Delhi from January 1, 2027. Only electric three-wheelers will be registered here.

Exactly one year after this, i.e. from January 1, 2028, the same rule will be implemented in important industrial cities like Gurugram, Faridabad, Gautam Buddha Nagar (Noida), Ghaziabad, Sonipat. Finally, from January 1, 2029, only electric three-wheelers will be registered in the entire remaining NCR.

Special forces will descend to stop smoke from fields

With the arrival of winter, smoke rising from the fields of Punjab, Haryana and Uttar Pradesh spoils the air of entire Delhi. For a permanent solution to this problem, CAQM has issued its new ‘Direction No. 99’ on 15 May 2026. Under this, a very strict action plan has been submitted to the three state governments. The biggest and important step is the formation of ‘Parali Protection Force’. Apart from this, digital mapping of every farm will be done. Also, nodal officers will be deployed who will be directly accountable for these matters. The target has been kept very clear that the incidents of stubble burning can be completely brought to zero in the paddy harvesting season of 2026.
