The Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, aimed at taking strict action on incidents of paper leaks across the country, was passed by voice vote in the Lok Sabha on Wednesday. However, during the discussion on the bill, there was a heated argument between the opposition and the ruling party in the House. There was uproar and sloganeering in the House after Rahul Gandhi’s allegations.
Controversy increased in the House on Rahul Gandhi’s allegations
During the discussion on the bill, Leader of Opposition in the Lok Sabha Rahul Gandhi alleged that Union Home Minister Amit Shah was responsible for the police action taken against the students protesting at Jantar Mantar in Delhi. He claimed that the order to use force on the students was given by the Home Minister.
The ruling party MPs expressed strong opposition to this statement of Rahul Gandhi. Parliamentary Affairs Minister Kiren Rijiju sought to present evidence in support of the allegations, while Lok Sabha Speaker Om Birla also said that allegations made in the House should be based on facts. An unparliamentary word used by Rahul Gandhi during the proceedings was expunged from the record.

The government called the allegations baseless
Responding to the debate, Union Minister Dr. Jitendra Singh termed Rahul Gandhi’s allegations as completely baseless. He said that no bullets were fired during the demonstration and only tear gas was used. He also clarified that the order to open fire does not come under the jurisdiction of any minister but of the magistrate.
Meanwhile, BJP accused Congress of doing politics on the students’ issue. The party says that the parties which talk about the interest of the students, opposed the anti-paper leak law. BJP demanded Congress to clarify its stand on this issue.

Amid continuous uproar, the Lok Sabha passed the Anti Paper Leak Amendment Bill, 2026 by voice vote. After passing the bill, the proceedings of the House were adjourned for the day.
This bill has been brought with the aim of strictly prohibiting paper leaks and other unfair activities in public examinations. Now, after the further parliamentary process on this is completed, steps will be taken towards its implementation.
