Rajya Sabha Passes Anti Paper Leak Bill 2026: To curb the incidents of paper leaks in recruitment and entrance examinations across the country, the Central Government’s Anti Paper Leak Bill 2026 has now been passed by both the Houses of Parliament. After the Lok Sabha, the Rajya Sabha on Thursday also approved the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 by voice vote. Now this bill will be sent for the President’s approval. Once approved, it will come into force as law. The government claims the new law will make the examination system more transparent and trustworthy, while the opposition says strict punishment alone will not end the problem.
Got approval from Rajya Sabha, government listed major changes
Presenting the bill in Rajya Sabha, Union Minister of State Dr. Jitendra Singh said that this bill was passed after about 10 hours of discussion in the Lok Sabha and now it has got approval from the Upper House also.
He said that the government is continuously making reforms to strengthen the credibility of recruitment and entrance examinations. According to him, the concept of a system like National Testing Agency (NTA) had come up years ago, but the work of implementing it was done by the government led by Prime Minister Narendra Modi. He expressed hope that this initiative of examination reform will get the support of all parties.

Up to 10 years jail, fine up to Rs 50 lakh for paper leak
The amendment bill provides for stricter penalties against paper leaks and organized crimes related to examinations. Under this, those found guilty of paper leak can face a maximum jail term of 10 years and a fine of up to Rs 50 lakh.
If the case is found to be related to organized crime, then there is a provision of minimum 7 years of imprisonment and a fine of up to Rs 10 crore. The government says that the purpose of these provisions is to effectively stop the examination mafia and restore the confidence of the students.
Provision for special task force and fast track court also
In the bill, the Central Government has been empowered to constitute a Special Task Force (STF) to investigate paper leaks and examination related crimes. Also, under the proposed Section 12A, a target has been set to complete the investigation within two months and complete the hearing within three months of the filing of the charge sheet.
For this, a provision has also been made to designate Sessions Courts as Special Fast Track Courts and appointment of Special Public Prosecutors.
However, Leader of Opposition in Rajya Sabha Mallikarjun Kharge hit out at the government, saying that merely increasing the punishment and fine will not stop paper leaks. He stressed the need to comprehensively reform the examination system and ensure accountability. Now this bill will be finalized after the approval of the President, with which it will become a law applicable across the country.
