Maharashtra Legislature will now adopt the National e-Vidhan Application (NeVA), which will make the functioning paperless. Under PM Modi’s ‘One Nation, One Application’ vision, it has been agreed to implement it soon in the meeting held in Mumbai.

New Delhi [भारत]July 17 (ANI): Taking an important step towards realizing Prime Minister Narendra Modi’s vision of ‘One Nation, One Application’ under the Digital India Programme, the Maharashtra Legislature has expressed its commitment to adopt the National e-Vidhan Application (NeVA).

According to the release, a meeting was held between the Ministry of Parliamentary Affairs, Government of India, Department of Parliamentary Affairs, Government of Maharashtra and Maharashtra Legislature Secretariat on July 16 at Vidhan Bhavan, Mumbai for the implementation of NeVA project in Maharashtra Legislature.

Consensus on implementation reached in the meeting

The meeting was attended by Satya Prakash, Additional Secretary, Ministry of Parliamentary Affairs and Mission Leader of NeVA. The Maharashtra Legislature was represented by Secretary-I Jitendra Bhole and Secretary-IV Sudarshan Sathe. Supriya Dhivere, Secretary, Parliamentary Affairs Department, Government of Maharashtra, Pandit Khedkar, Private Secretary to the Chairman and other senior officials were also present. The meeting ended with a consensus that the signing of a Memorandum of Understanding (MoU) between the Ministry of Parliamentary Affairs, Government of India, Maharashtra Legislature Secretariat and Department of Parliamentary Affairs, Government of Maharashtra would be expedited, thereby paving the way for early implementation of the project in the state.

The discussions reflected the commitment of the Government of Maharashtra and the Maharashtra Legislature to establish a paperless, transparent, efficient and citizen-centric Legislature through NeVA, under the guidance of Chief Minister Devendra Fadnavis, Speaker of the Maharashtra Assembly Rahul Narvekar and Speaker of the Maharashtra Legislative Council Ram Shinde. During the meeting, detailed discussions were held on the implementation roadmap for NeVA, including features and workflows of the software, technical infrastructure, institutional preparedness, financial support under the project, capacity building, implementation timelines and roles and responsibilities of the participating agencies.

Various queries related to software functionality, project implementation, funding pattern, technical support, training requirements and other operational aspects were discussed and clarified by Satya Prakash, Additional Secretary and Mission Leader of NeVA. The discussions were constructive and fruitful, and the Maharashtra Legislature agreed to give priority to the signing of the Memorandum of Understanding (MoU).

What is National e-Vidhan Application (NeVA)?

National e-Vidhan Application (NeVA) is a mission mode project of the Ministry of Parliamentary Affairs, Government of India, under the Digital India Program, which aims to digitize the Legislatures of all 37 States and Union Territories through an integrated digital platform for conducting legislative functions. Sanctioned with a total outlay of Rs 673.94 crore, the project enables members to access legislative business electronically, thereby promoting paperless, transparent and efficient legislative functioning.

Cost and profit of the project in Maharashtra

The project includes provision for implementation of NeVA in Maharashtra Assembly and Maharashtra Legislative Council, including their locations in Mumbai and Nagpur, with an estimated cost of approximately Rs 48 crore. The implementation of the project will help members discharge their legislative responsibilities more efficiently, while providing citizens easier access to legislative functions and proceedings, thereby enhancing transparency, strengthening public participation and contributing to a digitally empowered legislative ecosystem.

So far, Legislatures of 33 States and Union Territories have signed Memorandums of Understanding (MoUs) with the Ministry of Parliamentary Affairs, and 21 Legislatures have already transitioned to fully digital Houses. The adoption of NeVA by the Maharashtra Legislature will mark another important milestone in the nationwide expansion of the project and will further strengthen the digital legislative ecosystem of the country.
