Police has filed a 973-page charge sheet in the case of rape, murder and robbery of a UPSC candidate in Delhi’s Amar Colony. Accused Rahul Meena was arrested on the basis of evidence like CCTV, DNA and fingerprints. 82 people have been made witnesses in the charge sheet.
New Delhi [भारत]July 17 (ANI): Delhi Police has filed a 973-page charge sheet in the case of rape, murder and robbery of a young UPSC aspirant in Amar Colony. The investigators have relied on CCTV footage, DNA profiling, fingerprint examination and other forensic evidence to prove the involvement of the accused.
According to Delhi Police, the incident took place on April 22 in Kailash Hills of East of Kailash under Amar Colony police station area. The victim, who was the daughter of an Indian Revenue Service (IRS) officer and was preparing for UPSC, was allegedly sexually assaulted, murdered and robbed inside her house.
Police said that immediately after the incident, expert teams from Central Forensic Science Laboratory (CFSL), Lodhi Colony and Forensic Science Laboratory (FSL), Rohini inspected the crime scene. The investigators also analyzed footage from over 100 CCTV cameras to trace the movements of the accused before and after the crime.
The accused, Rahul Kumar Meena, 23, identified through CCTV footage, was arrested the same day after sustained efforts by multiple police teams. Police said that on his notice the entire looted property was recovered.
Intensive investigation and collection of evidence
According to the investigation, several teams were formed under the supervision of senior officials of the south-eastern district. These teams conducted large-scale interrogation in the area, questioning neighbours, security guards, domestic helpers, labourers, drivers, sanitation workers, auto-rickshaw drivers and other people present in the area.
Police teams were also sent to different parts of Rajasthan, Haryana, Uttar Pradesh and Delhi to confirm clues and collect evidence.
Forensic Techniques and Crime Scene Recreation
After the arrest of the accused, the investigators recreated the crime scene in the presence of CFSL experts. The reconstruction was systematically photographed and videographed, covering the entry, movement and exit of the accused into the house.
CCTV footage and reconstruction videos were also examined for gait pattern analysis. Police said that Behavioral Analysis Interview and Layered Voice Analysis (LVA) of the accused was conducted by CFSL experts.
Chance fingerprints and palm prints picked up from the crime scene matched those of the accused. Forensic examination of the evidence by the Physics, Chemistry and Biology divisions of CFSL also yielded positive results, police said, adding that DNA profiling conclusively matched the DNA of the accused with the biological evidence collected during the investigation.

Delhi Police said that during the investigation, statements were recorded under section 183 of the Indian Civil Security Code (BNSS) and the prosecution has cited 82 witnesses in the case.
Upon completion of the investigation and other legal formalities, the South-Eastern District Police filed a 973-page charge sheet before the competent court on July 16. The hearing of the case is to be held on July 18. (ANI)
