The All India Football Federation (AIFF) has established comprehensive regulations governing the status and transfer of players, aimed at ensuring contractual stability and compliance with national laws.
These regulations cover various aspects, including player registration, eligibility, and transfer processes.
The AIFF announced on Saturday that they have made multiple amendments regarding the safeguard of female footballers as well as youth programmes across the Indian clubs. The regulations apply to all players and clubs registered with AIFF.
The Transfer Procedure
All player registrations must occur via the CRS, which assigns a unique AIFF/FIFA ID.
Players can only be registered with one club at a time, with a maximum of three clubs in a season.
Failure to comply with registration processes results in ineligibility for official matches.
Transfer Regulations and Certificates
Players can only transfer between clubs with a valid Transfer Certificate issued by AIFF, ensuring transparency and adherence to regulations. This process is essential for managing player movements and maintaining competitive integrity.
Loan Agreements for Professional Players
The regulations outline the conditions under which professional players can be loaned to other clubs, including the duration and financial terms of such agreements. These rules are designed to protect the rights of players and clubs involved in loan transactions.
The minimum loan period is between registration periods, with a maximum of one year. Clubs are limited to six professionals loaned out or in at any time during a season.
Player Eligibility and Sanctions
Players not registered according to the regulations are considered illegitimate, and various sanctions may be imposed on clubs and players for non-compliance. This section emphasizes the importance of adhering to registration and eligibility rules.
Special Provisions for Female Players
The AIFF has also brought in a few new provisions for the welfare of the female players. This section outlines specific rights and protections for female players regarding maternity, adoption, and family leave.
Female players are entitled to maternity leave at two-thirds of their salary. The Clubs cannot terminate contracts based on pregnancy or family leave. Players have the right to breastfeed and receive support for menstrual health.
As per the latest guidelines, a female player can skip the training and matches during her menstrual cycle with the proper certificate from her personal gynaecologist.
International Transfer and Registration of Minors
The regulations set forth guidelines for the international transfer of minor players and the registration of minors at academies. International transfers of minors must comply with FIFA regulations. Clubs must report all minors attending their academies to the relevant authorities.
