Chhattisgarh government will give new impetus to AI, Bharatnet, mobile network, service bridge and digital projects. Chief Minister Vishnudev Sai presented the vision of AI based good governance.
Raipur. A detailed review meeting of the Electronics and Information Technology Department was organized today at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Minister Shri Vishnudev Sai. In the meeting, the progress of Artificial Intelligence (AI) development, mobile network expansion, internet connectivity, Seva Setu, e-Pragati Paras (Project Assessment Review and Analysis System), Center of Excellence, Data Labs and various digital innovation projects in the state was assessed in detail. Apart from this, various topics related to skill development of youth, new employment opportunities, strengthening the startup ecosystem and giving impetus to technology-based good governance were also discussed in detail.
Chhattisgarh AI Vision: Good governance and civil services will get new strength through AI.
Chief Minister Vishnudev Sai said that Chhattisgarh has immense potential in the field of Artificial Intelligence and the state will work rapidly in this direction to join the leading states of the country. He said that AI is not just a technology of the future, but can become an effective medium for good governance, transparency, efficiency and better public service.
He said that the objective of AI is not only to adopt new technology, but also to prepare the people of the state for this technology, increase the productivity of businesses, increase the income of citizens and provide better public services. The Chief Minister said that widespread use of AI in education, health, agriculture, skill development and administrative work will directly benefit the common people. For this, a strong, secure, reliable and responsible AI ecosystem will be developed in the state.
AI Skill Development: Strategy will be made to deliver AI to every citizen
In the vision document presented in the meeting, it was told that the aim of the government is to make Chhattisgarh the leading state of the country in the field of AI, where every citizen can learn AI in his own language, the government provides reliable services based on technology and the industries get new momentum. Under this mission, work will be done on five major areas. These include AI skill development, innovation and startups, awareness and outreach, safe and responsible AI and use of AI in governance.
It was told in the presentation that a target has been set to provide AI training to students and government employees. AI awareness programs, AI and robotics clubs and hackathons will be organized in schools. AI certification courses in colleges, grants for student projects, AI labs in ITIs and centers of excellence in universities will be set up.
AI Startup Ecosystem: Startups and research will get a boost
Data Labs, Centers of Excellence, AI startups, data sets and research projects will be encouraged to promote AI based innovation in the state. Along with this, an action plan to develop a modern AI startup ecosystem with the help of cloud computing facility, seed funding and collaboration with industries and educational institutions was also presented.
Safe AI Policy: Special focus will be on data security and responsible AI
The use of safe and responsible AI was also discussed in detail in the meeting. Officials said that an AI policy will be prepared at the state level, in which arrangements will be developed for data security, protection of citizens’ privacy, regular technical audits and in accordance with the Digital Personal Data Protection (DPDP) law of the central government.
AI based decision support system will be developed in government departments. A separate roadmap will be prepared for each department and AI nodal officers will be appointed. Various government AI pilot projects will also be launched. The Bhashini platform will be used to provide digital services to citizens in their own language, making government services more simple, accessible and inclusive.
Mobile Network Expansion: Strong mobile network will reach remote areas
During the review of mobile network expansion, officials said that in the last two and a half years, about one thousand mobile towers funded by DBN have been installed. Apart from this, 577 new mobile towers have been approved. Of these, the land allotment process for 406 towers has been completed, while the remaining 171 cases are targeted to be resolved within the next one month. The Chief Minister directed the officials to ensure better mobile network and internet facility to remote and forest areas in a time bound manner.
BharatNet Phase-3: High-speed internet will reach 4,114 gram panchayats
In the review of BharatNet Phase-3, it was told that 4,114 gram panchayats of the state will be connected to the modern network based on ring topology. Along with this, IP-MPLS based integrated network will be developed and FTTH services will be extended to villages, so that high quality internet services can be available in rural areas also.
Seva Setu Portal: Digital services available with 94.3 percent success rate
In the review of Seva Setu portal, it was told that currently 520 services of 36 departments of the state are available on this platform. These include 111 hosted and 409 redirected services. Various government services are being provided to the citizens through 16,726 service centers operating across the state. From April 1, 2025 till now, more than 39.75 lakh applications have been received through Seva Setu, out of which 37.52 lakh applications have been successfully resolved. Thus the portal has achieved 94.3 percent success rate.
Officials said that modern facilities like QR based certificate verification, Aadhaar authentication, DigiLocker integration, treasury and e-challan system and DBT based payments have been added to Seva Setu, which has significantly improved the transparency and reliability of services.
Digital Projects: AI center and data labs will be built in Nava Raipur
Important projects like Center of Entrepreneurship, AI Center of Excellence, Data Labs, Security Operations Centre, GIS based monitoring system and digital surveillance in Nava Raipur were also reviewed in the meeting. Officials said that these projects will give new impetus to the IT and ITES sector in the state, investment will increase and new employment and self-employment opportunities will be created for thousands of youth.
Chief Secretary Vikas Sheel, Principal Secretary to Chief Minister Subodh Kumar Singh, Secretary Rahul Bhagat, Secretary of Electronics and Information Technology Department Ankit Anand, Joint Secretary to Chief Minister Prabhat Malik, Good Governance and Convergence Department and Chief Operating Officer of CHIPS Mayank Agarwal and other senior officials were present in the meeting.
