There have been allegations of rigging in the tender issued by the Health Society of Bihar Government. Complaint about this has also been made to Chief Minister Nitish Kumar. Science House Medical Private Limited, which was involved in the tender, alleged that the authorities deliberately rejected their bid. The firm has complained to Chief Minister Nitish Kumar and demanded action by getting the entire tender process investigated. Besides, the firm has also filed a petition in the court.
Actually, the State Health Society had floated a tender for diagnostic health services on the hub and spoke model. 7 firms had participated in this tender. All these firms were declared technically successful on 21 October. After this the financial tender of these firms was opened. Science House Medical Private Limited claims that its bid was at the highest discount (77.06%). After this, the tender was given to another firm on 30 October.
‘Deliberately canceled bid’
Science House Medical Private Limited says, ‘When we complained about this, the officials said that our firm had written different rates at different places, to which the two firms had objected.’ Science House Medical Private Limited says that we have not made any mistake, our bid was deliberately rejected. The company alleges that no clarification was sought from us before canceling the bid.
‘The government will suffer a loss of crores of rupees’
Science House Medical Private Limited says, ‘When we looked at other tenders available on the e-tender of Bihar Government, we found that other firms have also filled financial tenders like us, declaring all these firms successful, work order or The purchase order was also given, but by deliberately canceling our tender, that firm was declared successful, which is giving only 73% discount, which will cause a loss of crores of rupees to the government.
In a complaint letter sent to Chief Minister Nitish Kumar, Science House Medical Private Limited demanded, ‘The State Health Society has unfairly rejected our financial bid and get it investigated and pass an appropriate order so that the Bihar government does not suffer a loss of more than 4 percent. This should be prevented from happening every year. At present, Health Society officials are refraining from saying anything in this entire matter.
Society’s tenders have been in controversies earlier also
Even before this tender, a tender of the State Health Society for an ambulance was embroiled in controversy. In this tender, a firm was declared eligible against the rules. Later, when the matter reached the High Court, the court reprimanded the officials and canceled the work order given to the disqualified firm and ordered re-evaluation of the tenders of all the remaining firms.
