OPS Latest News: There has been a debate going on for a long time among government employees across the country regarding the Old Pension Scheme (OPS). While on one hand the employee organizations are adamant in front of the 8th Pay Commission demanding complete restoration of the old pension, on the other hand the government has taken a big step and opened the doors of old pension for a particular category of employees. This decision has come as a huge relief for those families who were confused about the status of their pension for years. After the new order of the government, now some employees may be eligible to come under OPS (Old Pension Scheme) instead of NPS (National Pension System).

What news has come regarding old pension?

On June 22, 2026, the Department of Pension and Pensioners’ Welfare (DoPPW) has issued a new and important order. Under this order, some selected employees recruited after January 1, 2004 will now be removed from the National Pension System (NPS) and given the benefit of Old Pension Scheme (OPS). It was made clear that in cases of Compassionate Appointment, the date of application and not the date of appointment will be considered as the basis for determining eligibility for OPS. That is, if a family had applied for compassionate appointment on or before December 31, 2003, but due to administrative delays, the appointment was received after January 1, 2004, then such cases can now be considered under the old pension scheme.

What changes did the government make in the rules?

To understand this whole matter we have to go back a little. The New Pension Scheme (NPS) was implemented in India from 1 January 2004 by discontinuing the old pension. After this, all the people who joined were kept under the purview of NPS. But in this reshuffle many people became victims of administrative delay.

What does the new rule say about OPS?

1. The date of application will be the main one.

The government has decided that now the ‘date of joining the job’ but ‘the date of application for the job’ will be considered as the basis for determining the entitlement of old pension.

2. There is no harm in office delays

There were many cases where, after the death of a government employee or his retirement on medical grounds, his family had applied for a job before 2004, but due to the delay in government offices and paperwork, they received the joining letter only after January 1, 2004.

3. Cut-off of 31 December 2003

According to the new order, families who had applied on or before December 31, 2003 and were entitled at that time, can now be brought under the ambit of old pension under the ‘Central Civil Services (Pension) Rules’.

What is compassionate appointment?

When a government employee dies during service or takes premature retirement due to serious medical reasons, to save his family from sudden financial crisis, an eligible member of the family is given a government job. Since these appointments involve lengthy paperwork, many applications made in 2003 were finalized in 2004 or later. Now this technical flaw has been removed, due to which thousands of such affected families will directly get a secure future of old pension.

Has the old pension been restored for everyone?

No, it is important to make it absolutely clear that the government has not reinstated the old pension for all the employees. This order is applicable only to those employees on compassionate appointment whose cases were initiated before January 1, 2004. Even though this relief is for a limited section, this decision, which came just before the recommendations of the 8th Pay Commission, has definitely given rise to a new hope among lakhs of pensioners and government employees across the country.

Employee unions welcomed the decision

This step of the government has been welcomed by the All India NPS Employees Federation (AINPSEF). National President of the Federation, Dr. Manjit Singh Patel, while praising this decision on social media, said that the employees appointed on compassionate grounds, whose applications had been submitted till December 31, 2003, will now be shifted to Old Pension (OPS). He called it the fulfillment of an old demand of thousands of employees. Along with this, he has also appealed to the government to go one step further and provide the option of a fixed and secure guaranteed pension to all retiring employees.

This order has come at a time when marathon meetings are going on with employee organizations across the country regarding the 8th Pay Commission. Recently, two-day meetings have ended in Lucknow, in which representatives of big departments like Railways, Defence, Health, Revenue and Communication participated. The biggest demand of the employee organizations in these meetings is that the money received after retirement should not depend on market volatility, but it should be secure and fixed.
