Uttarakhand Chief Secretary Anand Bardhan reviewed NABARD, SASCI, PM-KUSUM and other development schemes. Instructions were given to strengthen schools and hospitals, increase EV charging stations on Song-Jamrani dam projects and Chardham routes.
Dehradun. Uttarakhand Chief Secretary Anand Bardhan on Friday conducted a detailed review of the centrally funded schemes, externally aided projects, NABARD schemes and Special Assistance to States for Capital Investment (SASCI) schemes of various departments operated under the financial year 2026-27 in the Secretariat. The progress of the schemes, financial management and future action plan were discussed in the meeting.
The Chief Secretary directed all the departments to set their respective quarterly targets and upload them on the IFMS portal as soon as possible, so that regular monitoring and timely implementation of the schemes can be ensured.
NABARD Schemes: Livelihood based schemes will get priority
The Chief Secretary directed the Finance Department not to set budget limits for animal husbandry, fisheries and other livelihood based schemes operated under NABARD. He said that the maximum benefits of these schemes should be extended to the areas associated with the Vibrant Village Programme. He said that through these schemes, new employment opportunities can be created in marginal and rural areas, which will also strengthen the local economy.
Capital Investment Projects: Instructions to prepare proposals worth Rs 2 to 3 thousand crores
In the meeting, the Chief Secretary directed the Planning and Finance Department to coordinate with all the departments and prepare proposals worth about Rs 2 to 3 thousand crores in advance. He said that a preliminary list of priority projects should be prepared and departments should continuously send proposals for new projects to the government. He clarified that the source of funding can be decided later, but proposals for development plans should be constantly ready.
Education and Health Infrastructure: Schools and hospitals will be strengthened
The Chief Secretary laid special emphasis on strengthening the infrastructure of education and health sectors. He said that the development work of school buildings and hospitals can be accelerated through NABARD’s Rural Infrastructure Development Fund (RIDF). He instructed the education and health departments to identify dilapidated and essential buildings and prepare an action plan for their strengthening.
Song Dam and Jamrani Dam Project: Instructions for making financial timeline
During the review of the Irrigation Department, the Chief Secretary asked to prepare a detailed financial timeline for the Song Dam and Jamrani Dam projects. He directed that clear timelines should be set for the projects and regular monitoring should be done, so that the works can be completed within the stipulated time.
PM Kusum Yojana: Benefits will be extended to more farmers
The Chief Secretary directed the Irrigation Department and Uttarakhand Renewable Energy Development Agency (UREDA) to extend the benefits of the Prime Minister Kisan Energy Security and Utthan Mahabhiyan (PM-KUSUM) to as many farmers as possible. For this, Principal Secretary Energy was asked to organize a coordination meeting with the Irrigation Department and UREDA soon, so that effective implementation of the scheme can be ensured.
EV Charging Stations Uttarakhand: Charging stations will increase on Chardham routes
In the meeting, instructions were given to the Transport Department to develop a wide network of electric vehicle charging stations on the Chardham Yatra routes and other major tourist and travel routes of the state. The Chief Secretary said that so that the tourists coming to the state can travel safely with their electric vehicles, information about all the charging stations should also be made available on Google Map. This will increase the confidence of EV users and encourage green transportation.
Government’s special focus on employment, infrastructure and development
The Chief Secretary said that effective implementation of the schemes will increase employment opportunities in the state, strengthen the infrastructure and give new impetus to the development of rural areas. He expected all departments to carry forward the schemes with timely execution and better coordination.
