Do these things before buying an old phone

Go to the official site of Delhi Police https://zipnet.delhipolice.gov.in/, on the homepage of the site you will see the vehicle/mobile section on the left side.

In this section, apart from Stolen Vehicles, three options, Unclaim/Seized Vehicles and Missing Mobiles will be visible. Out of these you will have to tap on the missing mobiles option.

After tapping on the missing mobiles option, you will again have three options, Browse All, Filter and Search. Note down the IMEI number of the mobile phone you are taking, after noting down the number, enter this number in the search option. If the phone is stolen, you will come to know immediately.

If you have bought a stolen mobile and if the phone is put on surveillance then you can be caught and you may even have to go to jail for buying stolen goods.
