The government is fully prepared to make a strict law on paper leak. Despite the opposition’s opposition, the government is moving ahead with the strategy of getting the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026 passed by the Lok Sabha on Tuesday.
According to the information received, Speaker Om Birla has taken the initiative and convinced the opposition parties for discussion. However, the government says that this bill related to the future of students will not be allowed to stall due to the uproar of the opposition.

Amidst the uproar, the bill was introduced in the Lok Sabha by DOPT Minister Jitendra Singh on Monday. The government claims that this law will strengthen both the credibility and transparency of public examinations and will increase people’s confidence in the examination system.
Opposition ready to discuss the bill
According to government sources, the opposition has been assured that the government is fully ready for a detailed discussion on this bill. The government says that all members who want to express their views will be given full opportunity, but this law related to the interests of students cannot be kept pending continuously.
The opposition says that the government is avoiding the real issues of the students. The opposition alleges that there was lathicharge on the students protesting at Jantar Mantar against the paper leak, many students were injured, Dharmendra Pradhan resigned but the government did not fix responsibility for the lathicharge on the students. The opposition demands that the government should first answer these questions and only then the legislative work should be carried forward. The government says that the new amendment is not just a punishment law, but an attempt to make the entire examination system more secure, transparent and accountable.
What is in the paper leak bill?
- Strict punishment: Up to 510 years of jail for the culprits, fine increased to ₹ 50 lakh.
- Action on service provider: Fine ₹ 5 crore, blacklist period 8 years.
- Crackdown on company management: 310 years in jail and fine up to ₹ 5 crore for collusion.
- Organized Crime: 710 years jail and ₹10 crore fine on paper leak gang.
- Investigation in 2 months: CBI/STF will have to complete the investigation within the stipulated time.
- Fast Track Court: Provision for daily hearing, completion of trial in 3 months.
- Appeal in High Court: A bench of 2 judges will hear the appeal, the appeal will be decided in 3 months.
Government sources say that whether it gets the support of the opposition or not, the central government will take this bill forward. The government argues that on the instructions of the Prime Minister, comprehensive reforms are being made in the examination system. Structural changes, technical reforms and this amendment in NTA are an important part of that reform process.
The opposition asked these questions to the government
But the opposition says that before bringing a new law, the government should tell how many people have been punished in the paper leak cases so far, which officers have been punished and who is responsible for the police action taken against students at Jantar Mantar. The opposition alleges that the government is trying to shirk its political responsibilities through the law.

Selection Process: Recruitment without written examination
No written examination will be conducted for this apprentice recruitment. Candidates will be selected on the basis of their academic records.
The merit list will be prepared using the following weightage:
Class 10 Marks: 30% Weightage
Marks of ITI/Diploma/Degree: 70% weightage
Shortlisted candidates from the merit list will be called to Rourkela for document verification. Final selection will depend on successful verification of documents and availability of vacancy.
