In the latest development, the Bihar government has introduced a new incentive scheme for social media creators who help promote government welfare schemes, development projects and public initiatives online.
Under changes to the Bihar Social Media and Other Online Media Rules, 2026, empanelled creators can earn money based on the number of views their eligible videos receive.
Creators Can Earn Rs 10,000 Per One Lakh Views
Under this new initiative, the social media creator will receive Rs 10,000 for every one lakh views generated by a qualifying video. However, there is a limit on the amount that can be paid for a single video. The maximum incentive has been fixed at Rs 1 lakh per video.
This means a video reaching 10 lakh views or more can qualify for the maximum incentive of Rs 1 lakh.
The payment will not be based on the initial number of views. The government will assess the performance of the video after it completes 30 days from the date of publication.
Not Every Social Media Creator Will Qualify
The initiative does not imply that any individual uploading videos related to any program initiated by the Bihar state government is eligible for the incentive.
Creators, influencers, social media handles, or YouTube channels must first register themselves with the Information and Public Relations Department (IPRD).
They must fulfill the required criteria specified by the government in order to become eligible for the incentive.
The motive behind this criterion is to limit the scheme’s ambit to only the approved digital creators and not extend its scope to all the social media handles.
Government To Check Followers And Engagement
The Bihar government will also verify the followers and engagement figures of empanelled creators from time to time. The verification process is important because social media numbers can sometimes be inflated through fake followers, bots or artificial views.
The government intends to use the verification mechanism to ensure that incentives are linked to genuine audience engagement.
Creators will therefore have to meet the relevant eligibility requirements and maintain authentic engagement to remain part of the system.
Why Bihar Is Introducing The Scheme
The new policy comes at a time when social media has become an important source of information for a large section of the public. Government departments often use platforms such as YouTube, Instagram, Facebook and other digital channels to explain welfare schemes and public projects.
By involving established social media creators, the Bihar government hopes to take information about its programmes to a wider audience in a format that is easier to understand and more accessible to social media users.
The focus is not only on government announcements but also on communicating development work and public achievements through digital platforms.
How The Incentive Will Work
The basic process under the revised rules can be understood in four steps:
- A creator must first be registered and empanelled with the IPRD.
- The creator publishes an eligible video promoting a government scheme, development project or public achievement.
- The video’s views are assessed after 30 days.
The creator receives Rs 10,000 per one lakh eligible views, subject to the maximum limit of Rs 1 lakh per video.
The policy also gives the government a mechanism to check whether the reported audience figures are genuine.
