At the Vibrant Gujarat Regional Conference, CM Bhupendra Patel launched master plans of 6 economic zones in Mehsana. Resolved to make Gujarat a growth engine with Rs 15 lakh crore investment, 280 lakh employment and vision of Developed India @ 2047.
Gandhinagar, 09 October. Chief Minister Shri Bhupendra Patel has taken a historic initiative with the resolve to make Gujarat the growth engine of the country and move it towards the goal of Developed India@2047. He unveiled the Regional Economic Master Plans prepared for six key economic sectors of the state at the first conference of the ‘Vibrant Gujarat Regional Conference (VGRC)’ series held in Mehsana in North Gujarat on Thursday.
Master plan released for six main economic sectors of Gujarat
The Chief Minister said that these master plans have been prepared for six main economic regions of the state – North Gujarat, Kutch, Central Gujarat, Saurashtra, Coastal Saurashtra and Surat. These plans present a roadmap to grow Gujarat’s economy from $280 billion (FY 2023) to $3.5 trillion while promoting balanced regional development in 33 districts of the state.
Target of investment of more than Rs 15 lakh crore
More than 500 projects have been identified under these six regional master plans, with a proposed public and private investment of Rs 15 lakh crore (over US$200 billion). The objective of these schemes is to accelerate the economic growth of the state and ensure equal opportunities for development in all sectors.
280 lakh employment opportunities for youth
Chief Minister Patel said that the priority is to extend the benefits of economic development to the youth of the state. For this, Regional Skilling Centers and Centers of Excellence (Green Skills, Blue Economy, Logistics, AI Academy etc.) will be established in each region in collaboration with industries. These initiatives are likely to create approximately 280 lakh new employment opportunities in the state.
Special focus on future sectors
These regional master plans target future sectors in line with local production capacities:
Advance Manufacturing
The focus will be on high-tech sectors like electric vehicles (EV), battery storage, marine chemicals, biologics, industrial ceramics and biofuels.
Service Sector
The target is to increase the contribution of service sector in the state’s economy to 51% by 2047. New jobs will be created in areas like GCC, clinical research, logistics, product design and BFSI (Banking, Financial Services, Insurance).
Tourism
The plan is to take the tourism industry to new heights by promoting medical value travel, heritage, eco-tourism, cruise and spiritual tourism.
blue economy
The fishermen community along Gujarat’s 2240 km long coastline will be empowered by investment in port logistics, ship building, fish processing, marine innovation and marine tourism.
Rural economy and sustainable development
The focus will be on agro processing, dairy, agritech and high value products like ready-to-eat foods, nutraceuticals, protein supplements.
Additionally, sustainable development will be promoted through renewable energy, circular economy and green manufacturing.
Special focus will be on infrastructure development
Chief Minister Patel said that strong infrastructure is at the center of the development plan. Projects like coastal railways, high-speed interstate rail corridors, sea-link projects, airport expansion, cargo terminals and cold chain networks will be implemented in the state in the coming 22 years.
Role of Gujarat State Institute of Transformation (GRIT)
It is noteworthy that the Chief Minister had inaugurated the Gujarat State Institute of Transformation (GRIT) in Gandhinagar on July 19, 2025. GRIT is working as a think tank for data-based policy making and scientifically formulating development plans in the state. This institute will help in establishing Gujarat as a leading state in realizing the vision of Developed India@2047.
Chief Minister Bhupendra Patel’s call to investors
On this occasion, Chief Minister Bhupendra Patel called upon investors and entrepreneurs to become partners in the development journey of Vibrant Gujarat. He said that new opportunities for private investment are continuously opening up in the state and Gujarat is fully prepared to realize these opportunities.
