According to the Road Transport Ministry, 44% of India’s vehicles are without insurance. This report presented in Parliament shows that despite mandatory laws, the rules are not being followed. The government has instructed the states to be strict and increase awareness.
BhaA shocking report has come out regarding the vehicles running on the roads at night. According to the latest data from the Ministry of Road Transport and Highways, about 44% of the vehicles running in the country do not have any insurance cover. Meaning, almost every second car or bike running on the roads is running without insurance. These government figures presented in Parliament have raised serious concerns about road safety and adherence to rules.
The revelation was made in response to a question in the Rajya Sabha
This matter came to light in response to a question asked in the Rajya Sabha. MP K. R. Suresh Reddy had asked about the accidents caused by uninsured vehicles and the compensation given to the victims. In response, Road Transport Minister Nitin Gadkari said that these figures are based on the ‘Vahan’ (VAHAN) database, which includes information about registered and active vehicles in the country till March 6, 2026. This data also reveals the registration and fitness status of the vehicles.
Negligence despite third-party insurance law
Under the Motor Vehicles Act, 1988, third-party insurance is mandatory for all vehicles plying on public roads. Section 146 of the law enforces this, while Section 196 provides for penalties for breaking the rules. Despite this, a large number of vehicle owners are not following this rule. Due to this, victims of road accidents may also face difficulties in getting compensation.
Instructions to increase awareness and tighten laws
To improve this situation, the Ministry of Road Transport and Highways has advised the States and Union Territories several times. The ministry has said that states should strictly implement these rules and make people aware about the importance of insurance. Apart from this, the ministry has also emphasized on the use of technology like digital verification for easy identification of uninsured vehicles.
How do accident victims get relief?
The government has also made it clear that there are provisions for relief for victims of accidents caused by uninsured vehicles. Victims can claim compensation under sections 164 and 166 of the Motor Vehicle Act. Apart from this, help is also provided through ‘Motor Vehicle Accident Fund’. This fund provides medical treatment and compensation to victims of hit-and-run and accidents involving uninsured vehicles.
