Dehradun: The upcoming special session of Parliament, scheduled for April 16–18, has sparked intense discussion across Uttarakhand.
Speculation is rife that amendments to the ‘Women’s Reservation Bill’ may not only guarantee 33% representation for women in Parliament and state assemblies but also expand Uttarakhand’s Assembly from 70 to around 105 seats.
Optimism Across Political Spectrum
The prospect of this legislative move has generated optimism among political parties and civil society. Leaders across party lines have welcomed the initiative, describing it as a landmark step toward gender equality.
Uttarakhand BJP State General Secretary Deepti Rawat Bhardwaj hailed the move as “a watershed moment for women’s empowerment.” She emphasized that while the demand for greater political participation has been longstanding, concrete action has often been delayed. This initiative, she said, could finally open new avenues for women leaders.
From the opposition, Jyoti Rautela, president of the Uttarakhand Mahila Congress, echoed similar sentiments. She noted that such steps are essential to propel women forward in politics and ensure their voices are heard in decision-making.
Analysts Highlight Delimitation Challenges
Beyond political enthusiasm, experts point to the logistical complexities of implementing the Bill. Political analysts explained that the expansion of Assembly seats would likely be tied to delimitation based on population. Since the 2021 census did not take place, the process may rely on 2011 census data.
Based on this, Uttarakhand’s Assembly could increase to approximately 105 seats. However, the hill state has long argued for delimitation based on geographical area rather than population alone, fearing that migration and population decline in remote regions could reduce representation further.
Impact on Women’s Representation
If the Assembly expands to 105 seats, analysts estimate that 34–35 seats could be reserved for women. Currently, Uttarakhand has only eight women legislators. The change would mark a transformative leap, ensuring a significantly larger and institutionalized presence for women in the state’s political landscape.
This would not only strengthen gender parity but also bring diverse perspectives into governance, potentially reshaping policies on education, healthcare, environment, and social welfare.

The Women’s Reservation Bill has been debated for decades, but its implementation has often faced delays. If passed with these amendments, it would represent one of the most significant reforms in India’s democratic journey.
For Uttarakhand, the expansion of Assembly seats combined with women’s reservation could redefine political inclusivity.
