Keeping this in view, the Yogi government has now taken steps towards concrete and long-term solutions to deal with this challenge.

Government’s strictness on increasing incidents of dog bites

The government has taken seriously the frequent incidents of dog bites in the state. From Lucknow to Prayagraj and other big cities, common people have been struggling with the problem of stray dogs for a long time. The Government believes that unless this problem is addressed in a scientific and systematic manner, only temporary measures will not be effective. Under this thinking, the process of setting up dog shelter homes and Animal Birth Control (ABC) centers at municipal corporations and district headquarters has been expedited.

Emphasis on humanitarian and scientific solutions

The government under the leadership of Chief Minister Yogi Adityanath has made it clear that this initiative will not be limited to only removing dogs, but the problem will be solved in a humane and scientific manner as per the guidelines of the Supreme Court. The focus of the government is two-fold—ensuring the safety of citizens on the one hand and adhering to the principles of animal welfare on the other. This is the reason why sterilization and vaccination are being given priority through ABC Centre.

Separate DPR for shelter home, cost of crores

The government has given instructions to prepare a separate detailed project report (DPR) regarding the establishment of a dog shelter home. According to the proposed DPR, a shelter home is estimated to cost approximately Rs 470 lakh to Rs 531 lakh. These shelter homes will include safe shelter for stray and sick dogs, veterinary facilities, sanitation, food arrangements and deployment of trained staff. These DPRs have also been given in-principle approval at the government level.

Land marked in many cities including Lucknow and Prayagraj

To bring this scheme on the ground, the process of land marking is also going on at a fast pace. Land has been identified for a dog shelter home in village Maur Uprahat, tehsil Soraon in Prayagraj Municipal Corporation area. The proposal regarding land availability in Lucknow Municipal Corporation has been approved by the Executive Board. Information is also being collected from other municipal corporations so that a similar system can be implemented across the state.

Preparation of ABC Center at district headquarters also

Work on setting up ABC centers and shelter homes has been expedited not only in big cities but also at district headquarters. 12.182 hectare land in Lalitpur, 0.2 hectare land in Hardoi, 2000 square meter land in Bulandshahr and 0.769 hectare land in Fatehpur have been identified for this. As soon as information is received from the remaining districts, the process of project approval and construction will be taken forward there also.

With the effective operation of Dog Shelter Home and ABC Centre, the number of stray dogs on the streets can be gradually controlled. This will reduce the incidents of dog bites, increase the safety of children and the elderly and reduce the atmosphere of fear in cities. The government has clarified that the entire scheme will be implemented as per the guidelines issued by the Supreme Court and the standards related to animal welfare. In the coming time, regular monitoring of these shelter homes and ABC centers will also be done, so that this system is not limited to papers only, but can actually provide relief to the public.
