The Uttar Pradesh government has filled more than 9 lakh government posts over the past nine years, a substantial rise from the roughly 1.25 lakh appointments made during the Samajwadi Party administration between 2012 and 2017, according to state data.
Officials attributed the increase to what they described as a comprehensive reform of the state’s recruitment system, moving away from a model they say was previously prone to recommendations, nepotism and prolonged litigation towards one grounded in technology, transparency and merit.
Issues with Pre-2017 Recruitment
Sources in the administration explained how recruitment exams before 2017 were frequently marred by allegations of paper leaks, selection irregularities and delays caused by court cases, which it said eroded trust among applicants. To address these issues, officials said, the state introduced several measures after 2017 aimed at streamlining hiring and reducing opportunities for malpractice.
Reforms cited by the government include complete digitisation of the recruitment process, online submission of applications and results, biometric verification of candidates, CCTV at examination centres, face-recognition systems and QR code-enabled admit cards. The state also removed interviews for Group C and Group D posts, saying selections should rest solely on written examinations.
To deter examination fraud, Uttar Pradesh enacted the Uttar Pradesh Public Examination (Prevention of Unfair Means) Act, which makes paper leaks and organised cheating non-bailable offences with penalties that can include life imprisonment and fines up to Rs 1 crore, the government said. It added that agencies such as the Special Task Force, cyber units and intelligence wings have been deployed to monitor exams and target organised cheating networks.
State figures show large-scale hiring across several departments since 2017. More than 2.25 lakh personnel have been recruited into the police, including a record intake of women constables and officers, the government said. Education sector appointments include over 1.5 lakh assistant teachers, while the health department has recruited staff nurses, ANMs, pharmacists and laboratory technicians on a large scale.
Commission-wise Recruitment Numbers
The Uttar Pradesh Subordinate Services Selection Commission (UPSSSC) completed recruitment of more than 46,000 candidates and the Uttar Pradesh Public Service Commission (UPPSC) selected over 48,000 candidates during the period, according to the administration. Officials also pointed to the introduction of recruitment calendars, publication of answer keys and provisions for objections as steps that have sped up selections and boosted transparency.
The government said the reforms have encouraged increased participation from women, Scheduled Castes, Other Backward Classes and candidates from rural areas. Presenting the data, officials characterised the last nine years as a structural transformation in the state’s recruitment system, with merit-based selection replacing what they described as an earlier culture of influence and recommendations.
