The Uttar Pradesh Cabinet approved the new paddy-man procurement policy for farmers, free LPG cylinders to women, scholarship for students, 90 km expressway, new university and semiconductor project of 2706 crore.
Lucknow. In the meeting of the Council of Ministers held at Lok Bhavan on Friday under the chairmanship of Chief Minister Yogi Adityanath, 22 important proposals were agreed. After the meeting, Finance Minister Suresh Kumar Khanna, Energy Minister Yogendra Upadhyay and IT Minister Sunil Kumar Sharma shared information about the decisions in a press conference. All proposals were unanimously approved, which will give new directions to the economic, agriculture, education, health and infrastructure of the state.
Paddy Purchase Policy for 2025-26
To provide relief to the agricultural sector, the paddy purchase policy of Kharif year 2025-26 has been implemented.
- Purchase in western Uttar Pradesh: 1 October 2025 to 31 January 2026
- Purchase in eastern Uttar Pradesh: 15 October 2025 to 28 February 2026
Minimum Support Price (MSP):
- Common Paddy: Rs 2369 per quintal (Rs 2300 last year)
- Grade A Paddy: Rs 2389 per quintal (Rs 2330 last year)
The target of purchasing paddy has been fixed at 60 lakh metric tons. Currently 3100 procurement centers are employed, which will be increased to 700 more. All centers will have moisture measuring devices, electronic forks and farmers’ facilities.
Maize Purchase Policy 2025
The procurement policy of maize will be applicable from 1 October to 31 December 2025.
- MSP: Rs 2400 per quintal (Rs 175 more than Rs 2225 last year)
- Purchase target: 15 thousand metric tons
- Purchase location: 75 centers will be set up in 25 districts
Millet procurement policy
The purchase price of millet has been fixed at Rs 2775 per quintal, which is Rs 150 more than the previous year.
- Purchase districts: 33
- Purchase target: 2.20 lakh metric tons
- Purchase Center: 300
Purchase policy of tide
The procurement policy of tide has also been increased.
- Hybrid Jowar: Rs 3699 per quintal
- Maldandi Jowar: Rs 3749 per quintal
- Purchase target: 50 thousand metric tons

Development of mining affected areas
The District Mineral Foundation (DMF) Trust Third Amendment Rules 2025 was approved.
- 70% DMF Fund: Drinking water, environment, health, education and skill development will be spent.
- 30% DMF Fund: Physical composition, irrigation and alternative energy development will be used.
Free LPG cylinder under Ujjwala scheme
Under the Pradhan Mantri Ujjwala Yojana, 1 crore 86 lakh families will get two free LPG cylinders on Holi and Deepawali. This will give great relief to poor women.
Amendment in deceased dependent scheme
The plan has been changed after the Supreme Court order. Now the dependent of the deceased employee will get a job in the same cadre, except for the posts of Public Service Commission.
New link expressway
The new link expressway connecting the Ganga Expressway to the Agra-Lucknow Expressway was approved.
- Length: 90 km
- Cost: 7488.74 crores
- Route: From Etawah to Farrukhabad to Hardoi
- Construction Time Land: 548 days
- Maintenance: Construction institution will do for 5 years
Promoting development of new cities
A provision of Rs 3000 crore has been made in 2025-26 under the Chief Minister’s Urban expansion and new city incentive scheme.
- So far sanctioned amount: 1832.51 crore rupees
- First installment: 970 crores
- Beneficiary City: Rampur, Ayodhya, Lucknow, Baghpat and Barot
Scholarship scheme
The portal will be reopened for the deprived students in the year 2024-25.
- Total budget: 647.38 crores
- Beneficiary Students:
- Scheduled Castes: 1 Lakh
- Scheduled Tribes: 662
- OBC: 1.35 lakhs
- Minorities: 2.52 lakhs
Sant Kabir Textile and Apparel Park
The scheme has been approved. 50 acres of land for each park. Employment per park: more than 1500 people
Three new private universities
Three private universities were allowed in the meeting.
- Thakur Yuvraj Singh University, Fatehpur
- Gandhi University, Jhansi
- Radha Govind University, Chadausi
Now the number of private universities in Uttar Pradesh has increased to about 50. 5 government universities have also been established in the last 3 years.
Promotion of semiconductor industry
A large project was approved under the Uttar Pradesh Semiconductor Policy 2024.

- Employment: 3780 youth direct and indirect opportunities
