USCIS Introduces New 2025 Civics Test for Citizenship Starting October 20

U.S. Citizenship and Immigration Services (USCIS) has recently rolled out a new civics test for naturalization applicants, set to take effect on October 20, 2025. The move is part of a broader effort to strengthen the integrity of the naturalisation process and update how the agency evaluates applicants.

What Is the Civics Test & Why Is It Required

The civics test checks your knowledge of U.S. history, government, and basic rights. It’s part of the naturalization process for becoming a US citizen. The test shows applicants understand core democratic values and responsibilities. USCIS uses it to ensure new citizens can fully participate in American civic life.

Who Takes the New Test and When

If you file your naturalisation application (Form N-400) on or after October 20, 2025, you will face the 2025 Civics Test. Anyone who files before that date, even if their application is still pending, will continue with the familiar 2008 Civics Test.

This cutoff date is key. Applicants with pending cases don’t need to worry about switching tests mid-process.

What the 2025 Civics Test Looks Like

The new version is an oral test. Applicants will be asked 20 questions pulled from a pool of 128 possible civics questions. To pass, you must get at least 12 correct answers.

There’s also a stopping rule:

  • If you reach 12 correct answers before all 20 are asked, the test ends.
  • If you miss 9 questions, the test also stops, and you don’t pass.

This system keeps the process clear and avoids unnecessary extra questioning.

Special Consideration for Older Applicants

USCIS has kept an exception in place for long-term residents who are 65 or older and have lived in the United States as permanent residents for at least 20 years.

For these applicants, the civics exam remains shorter and more accessible. They will be tested on 10 questions chosen from a smaller bank of 20, and only need to answer 6 correctly to pass. This applies regardless of whether they filed before or after October 20, 2025.

Other Recent Naturalization Changes

This new civics test isn’t the only update. USCIS has already revised parts of the naturalization process in recent months. Two key shifts include:

  • A broader review of “good moral character”, which plays a crucial role in determining eligibility.
  • The resumption of neighbourhood investigations, where certain applicants may face background checks that extend into their communities.

Together, these changes reflect a tighter, more thorough review of naturalization applicants.

Preparing for the Test

To help applicants get ready, USCIS has updated its Citizenship Resource Center with study guides and materials for the 2025 test. These resources are free and available online, offering a clear roadmap to prepare.

At the same time, USCIS is keeping the 2008 study materials available for those still eligible to take the older version. This dual track ensures applicants won’t be left confused or unprepared.
