UP Urban Development: Navyug Municipality Scheme approved, land use rules also eased. Uttar Pradesh CM Yogi Cabinet Decision Up Urban Development Smart City Expansion Navyug Palika Yojana Land Use Policy

The Uttar Pradesh government has approved the Navayug Palika Yojana, under which development work will be done in 58 district headquarters at a cost of Rs 2916 crore. Besides, investment and industries will be promoted by simplifying the process of land use change.

Lucknow. To expand the Smart City Mission in the state and accelerate balanced urban development, “Navayug Palika Yojana” has been approved in the cabinet meeting chaired by Chief Minister Yogi Adityanath. The objective of this scheme is to connect cities outside the municipal corporations with modern facilities.

Modern facilities in 58 district headquarters (Urban Development Plan UP)

Under this scheme, urban bodies of 58 district headquarters of the state will be equipped with modern facilities. For the first time, the State Government has given priority to Municipal Councils and Nagar Panchayats located outside the Municipal Corporations. It includes 55 Municipal Councils, 3 Nagar Panchayats and Dadri Municipal Council of Gautam Buddha Nagar.

Investment of Rs 2916 crore: Big infrastructure development in 5 years (UP Smart City Expansion)

Rs 583.20 crore will be spent every year under the scheme. In this way, a total investment of Rs 2916 crore will be made from 2025-26 to 2029-30. This is a scheme completely funded by the state government, in which there will be no involvement of the central government. Digital governance, e-services and technological solutions will be implemented through this scheme, which will make citizen services fast, transparent and effective.

Focus on roads, water, lighting and cleanliness (Basic Infrastructure Development UP)

The main goal of Navayug Palika Yojana is to strengthen the infrastructure of cities. According to this:

  • construction and improvement of roads
  • drainage system
  • drinking water supply
  • Street lights and electricity system
  • Sanitation and development of parks

These facilities will improve the ease of living of the citizens and economic activities will increase even in small towns.

Balanced development will reduce regional inequality (Balanced Urban Growth UP)

The development of district headquarters will reduce the disparity between different divisions. This will increase development and employment opportunities even in areas outside the municipal corporations, which will ensure balanced urban development.

New system of selection and implementation of projects (Project Implementation System)

Under the scheme, committees will be formed at the district level to select projects. Projects will be approved only after testing by the state level technical committee. Only after this the development works will start, which will ensure transparency and quality.

Classification of bodies on the basis of population (Population-Based Urban Planning)

According to Urban Development Minister AK Sharma, the bodies have been divided into two categories based on their population:

  • Population more than 1.5 lakh
  • Population less than 1.5 lakh

This will make it easier to make plans as per need and utilize resources properly. Under this, development of Utsav Bhavan, auditorium, exhibition center and parks will also be done.

Big improvement in land use change: Now the process will be easy (Land Use Policy UP 2026)

In the cabinet meeting, Ordinance 2026 to amend Section 80 of Uttar Pradesh Revenue Code 2006 was also approved. Now there will be no need to change land use separately in areas falling under Development Authority, Industrial Development Authority, Regulated Areas and Housing Development Council. If the map of a plot is passed, the same will be considered as land use change.

Investment and industries will get a boost (Investment Growth UP)

According to Finance Minister Suresh Kumar Khanna, in the new system all the formalities have been included in the process of getting the map passed. From this:

  • will save time
  • the process will be simple
  • Investors will get facilities
  • Industrial establishment will accelerate

This reform will give a new direction to the industrial development of Uttar Pradesh.
