In the supplementary budget discussion, CM Yogi said that after 2017, there has been historic improvement in power generation, women safety, employment, startups, pension, scholarships and health services in UP. UP is now on a new path of development.

During the discussion on the supplementary budget in the Assembly, Chief Minister Yogi Adityanath said that after the year 2017, Uttar Pradesh has seen vast changes in the fields of energy, security, employment and welfare schemes. He said that the state has not only strengthened law and order and infrastructure, but has also made its mark among the leading states of the country in matters of investment, startup and social security.
A joke on the energy system: Now everyone is getting electricity
Taking a dig on the issue of energy, the Chief Minister said that the leader of the opposition party did not discuss electricity, probably because now they too are getting good electricity. He said that earlier electricity was not available regularly in the villages, but today electricity is reaching the villages and people are satisfied.
The Chief Minister said that before the year 2017, the total electricity production in the state was only 7,159 MW, whereas today 11,595 MW electricity is being produced in Uttar Pradesh. Projects like Ghatampur, Khurja, Anpara-E, Obra-D and Meja will soon provide additional 6,541 MW power. With this, the total production of the state will increase to 18,136 MW in the near future.
UP leading in solar energy, huge reduction in electricity expenditure
The Chief Minister said that under the PM Surya Ghar Free Electricity Scheme, Uttar Pradesh has achieved 1 gigawatt solar capacity and the state is among the leading states of the country in this field. Due to installation of solar panels on the roofs of houses, the electricity cost has been reduced by more than half. With proper maintenance this scheme will prove beneficial in the long run. The government is continuously moving forward in this direction.
Women’s work participation increased due to better security
The Chief Minister said that the biggest result of better law and order is that there has been a historic increase in the work participation of women in the state. While before 2017 the participation of working women was only 13 percent, today it has increased to 35–36 percent. Women are now working fearlessly even in night shifts and there is no problem regarding safety.
New strength to youth entrepreneurship and startup ecosystem
CM Yogi said that Mukhyamantri Yuva Udyami Yojana has been implemented for the youth, under which till now more than 1.10 lakh youth have been given guarantee-free and interest-free loans. Today, more than 18,000 startups, 76 incubators, 7 centers of excellence and 8 unicorns are active in Uttar Pradesh. The state has also made a big achievement on the employment front. According to CMIE data, before the year 2017, the unemployment rate in the state was about 19 percent, which has now come down to 2.21 percent.
Complete transparency in pension and scholarship from DBT
The Chief Minister said that earlier the pension of disabled, elderly and destitute women was very low and irregular. Today the government is giving ₹12,000 annual pension directly into the bank accounts of 1 crore 6 lakh families through DBT. Earlier there were scams in the matter of scholarship, but now the government has made a system that the scholarship should reach the students before Diwali and in the remaining cases before Republic Day.
Expansion of health services, number of medical colleges 81
The Chief Minister said that there has been a big change in the field of health services in the state. Now 81 medical colleges are running in the state. Earlier, patients were referred to Gorakhpur, Lucknow or AIIMS, which caused problems. Now instructions have been given to all the medical colleges to ensure complete arrangements for treatment. A medical college has been started in Amethi and the process of establishing a medical college in Ballia is also progressing rapidly.
More than 98 lakh suggestions for developed Uttar Pradesh
The Chief Minister said that under the initiative launched on the theme ‘Developed India-Developed Uttar Pradesh’, so far more than 98 lakh people have shared their suggestions. Based on these suggestions, action plans are being prepared in various sectors with the collaboration of IIT Kanpur, so that the goal of developed Uttar Pradesh can be achieved by the year 2047.
Not token funding, solid financial system
CM Yogi said that the government no longer follows the policy of token money. Earlier, only Rs 1 lakh was released for a road worth Rs 25 crore, due to which the work could not be done. Now 40-50 percent of the amount is released at once and the next installment is given as soon as 75 percent of the work is completed, due to which the pace of the projects is maintained.
Appeal for positive politics in poetic style
The Chief Minister started and ended his address with poetry. He appealed to the opposition to avoid unnecessary negativity and narrow vision. He said that Uttar Pradesh has already suffered a lot, now is the time to take it forward. The Chief Minister said that the government is working with full commitment to realize the dreams of a developed Uttar Pradesh.
