UP SIR: 97% digitization complete, new instructions issued for migrant voters

Election Commission has appointed 4 IAS officers as Special Role Observers to monitor SIR in UP. The Chief Electoral Officer said that 97.3% digitization has been completed and cooperation has been sought from political parties in the verification of uncollectable voters.

Lucknow. The Election Commission of India has appointed 4 Joint Secretary level IAS officers working in different ministries of the Central Government as Special Role Observers to monitor the ongoing Special Intensive Review (SIR) in Uttar Pradesh. These include Mr. Nikhil Gajraj, Mr. Javadi V Naga Subramaniam, Mr. Kunal and Mr. Siddharth Jain.

Division allotted to observers

The Commission has allotted the following circles to these officers:

  • Shri Nikhil Gajraj: Saharanpur, Meerut, Moradabad and Aligarh
  • Shri Javadi V Naga Subramaniam: Lucknow, Kanpur, Agra, Bareilly, Jhansi, Chitrakoot Dham and Prayagraj.
  • Shri Kunal: Devipatan, Basti, Ayodhya and Varanasi
  • Shri Siddharth Jain: Azamgarh, Gorakhpur and Mirzapur

These officers will fully monitor the work of SIR in all the districts under their respective divisions.

Election Commission guidelines and responsibilities of observers

According to the Election Commission, the Special Roll Observers will ensure that the instructions issued by the Commission on 27 October 2025 and 30 November 2025 are completely followed during the special intensive review. Their main responsibility will be to ensure that no eligible person is left out of the voter list and no ineligible person is included in the list. They will oversee the entire process from the counting stage to the final publication of the voter list and will work in coordination with the Chief Electoral Officer.

Chief Electoral Officer took feedback from political parties

Chief Electoral Officer of Uttar Pradesh, Shri Navdeep Rinwa held the third meeting with recognized political parties and shared the progress of SIR. He informed that 97.3% digitization has been completed during the enumeration phase. Till now 17.7% counting forms are uncollectible and mapping of 30% voters remains.

The Chief Electoral Officer appealed to political parties for cooperation in the verification of dead, shifted and absent voters. Many parties also requested to extend the time period of the counting phase.

List of uncollectible voters will be provided to BLA

The Chief Electoral Officer said that the BLOs will provide the list of 17.7% uncollectible voters to their Booth Level Agent (BLA). This list can also be seen on the website of the District Election Officer, assembly and booth wise. Instructions have been issued to hold a joint meeting of BLO and BLA by 12th December.

Important instructions for NRI voters

He clarified that Indian citizens living abroad – who do not hold citizenship of any other country – can become voters by filling Form 6A. Form-6A is also available online on the Commission’s website voters.eci.gov.in.

He also appealed that no migrant citizen should fill the enumeration form. If deposited by mistake, it is necessary to inform the BLO immediately, otherwise action may be taken in case of complaint. At present 1533 migrant voters are registered in Uttar Pradesh and 115 new applications of Form-6A have been received. It is mandatory for these citizens to provide details of their passport address.
