In the Uttar Pradesh Assembly, Chief Minister Yogi Adityanath enumerated the government’s achievements on skill development, startups, data centers, infrastructure, agricultural reforms and employment generation. Claimed to reduce unemployment rate and increase investment.

Lucknow. During the discussion of the motion of thanks on the Governor’s address in the Uttar Pradesh Assembly, Chief Minister Yogi Adityanath gave detailed information on the policies, achievements and future plans of the state government. He said that the government is taking Uttar Pradesh forward towards an emerging technology based economy by connecting the youth with skills, technology and entrepreneurship.

Focus on skill development, ITI and emerging technology

The Chief Minister clarified that skill development and ITI are part of vocational education. The government has linked vocational education with modern technologies. New centers are being set up in areas like Artificial Intelligence, Digital Technology, Semiconductor, Data Science, Robotics, Drone Technology and Space Technology.

He informed that with the help of Tata Technology, two ITIs of each district are being connected with emerging technology. These institutes are being developed on the ‘hub and spoke model’, whereby a core institute will provide technical resources and training to other institutes.

National Education Policy 2020 and modern curriculum

The Chief Minister said that the National Education Policy 2020 has given a new direction to skill development. The Department of Technical Education has modernized the courses. Under secondary education, government colleges of every district are being linked with emerging technology based courses. Students are being provided facilities of data, internet and digital resources.

CM Young Entrepreneur Scheme and Digital Empowerment

The Chief Minister said that under the CM Yuva Udyami Yojana, so far 1,10,000 youth have been given interest-free and guarantee-free loans with 10 percent margin money. Selection and training have been made mandatory in the scheme. A special scheme has also been implemented for women entrepreneurs. Youth are being empowered digitally through Swami Vivekananda Youth Empowerment Scheme.

Increase in startups, incubators and investments in Uttar Pradesh

The Chief Minister said that schemes like Skill India, Startup India and Standup India have been effectively implemented in the state. Currently more than 20,000 startups are active in Uttar Pradesh. 76 Incubators, 7 Centers of Excellence and 8 Unicorns are operational. He said that earlier migration used to happen due to lack of employment and law and order, but now employment opportunities have increased due to investment friendly environment and better law and order.

Data Centre, AI and UP Data Authority

The Chief Minister described the UP Data Authority and Data Center Cluster announced in the budget as a need for the future. He said that strong data infrastructure is necessary for Artificial Intelligence and Uttar Pradesh is leading in this direction. Establishment of Fab Unit of Emerging Technology was described as a new phase of industrial development.

Reduction in unemployment rate: from 19% to 2.24%

The Chief Minister claimed that the unemployment rate, which was around 19 percent during the previous government, has now come down to 2.24 percent. He described this as the result of policy reforms, investment and improvement in law and order.

Uttar Pradesh leading in infrastructure and connectivity

The Chief Minister said that Uttar Pradesh accounts for 55 percent of the total expressways in the country. The state has the largest rail network in the country and is also ahead in air connectivity. The country’s first rapid rail and first inland waterway have been established in UP. Metro operation is also taking place in most of the cities in Uttar Pradesh. Metro is running in six cities and the seventh metro service will start soon in Meerut.

Freight Corridor, Multimodal Terminal and Jewar International Airport

The junction of Eastern and Western Freight Corridor is being developed in Uttar Pradesh, which will become a major logistics hub. Multimodal terminals are being built in inland waterways, through which farmers’ produce will reach the global market. Jewar International Airport is being developed on 12,000 acres of land. It will have five runways. MRO, aviation industrial cluster and defense manufacturing activities will develop around it.

Agricultural policy, DBT and direct benefits to farmers

The Chief Minister said that earlier the cost was high and production was low, whereas today the cost is low and production is high. Payments are being made directly to farmers through DBT by removing middlemen. The state is a leader in food grains, milk and sugarcane production. About 16 lakh destitute cows are being protected and monthly assistance of Rs 1500 per cow is being given. Sugarcane price payments have been at record levels in recent years.

Sugar Mill, Ethanol and Agriculture Value Chain

There are 122 sugar mills operating in the state. Ethanol production has increased from 41 crore liters to 182 crore litres. Sugar mills have been converted into profitable industries. Special attention is being given to agricultural value chain, storage, processing and value addition.

University of Irrigation, Free Electricity and Agriculture

Under the ‘Har Khet Ko Paani’ campaign, 31 major irrigation projects have been completed. Free electricity is being provided to private tube wells. The process of Kisan Credit Card has been simplified through e-KCC portal.

From ODOP and GI tag to local to global

Artisans and farmers have got international market through One District-One Product (ODOP) scheme. 77 products have received GI tag. One District – One Cuisine (ODOC) scheme has also been launched.
