The Uttar Pradesh government has clearly indicated in the Budget 2026-27 that now work is being done not only on the size of the population, but on a concrete strategy to convert it into productive manpower. The main objective of the budget is to make the state technically and economically strong by making better use of ‘human capital’. The government aims to connect youth with technology and make them part of the global workforce. For this, special emphasis is being laid on skill-based training along with education, so that the youth can be prepared for the technological economy of the future.
Tech Yuva-Samarth Yuva Yojana: Training 25 lakh youth in AI, AR, VR and XR
Under the ‘Tech Yuva-Samarth Yuva’ scheme, there is a plan to train about 25 lakh youth and students in the state in modern technologies like Artificial Intelligence, Augmented Reality, Virtual Reality and Extended Reality. Its objective is to prepare the youth according to the technical needs of the new era.
The government is moving beyond traditional degree based education and emphasizing on skill based efficiency, so that the youth can get new employment opportunities. There is also a plan to strengthen the startup ecosystem by setting up world-class ‘U Hub’ in Lucknow and Gautam Buddha Nagar, which will promote both innovation and employment.
Digital Infrastructure and Data Centers: Preparing for a Technology-Based Economy
Big targets have been set in the budget to strengthen the digital infrastructure. An initial provision of Rs 100 crore has been made to set up 4-5 data center clusters of 5 GW capacity in the state. Apart from this, ‘Uttar Pradesh Robotics Mission’ will be started to develop Noida and Greater Noida as robotics hubs, for which Rs 100 crore is proposed. This is expected to give rise to high-tech industries and new employment opportunities.
There is a plan to create a State Data Authority to strengthen data management, so that uniformity in data of all departments and real-time data management can be ensured. To strengthen digital security, a proposal has also been made to create State Data Center 2.0. The government aims to become a $1 trillion economy by 2029, in which data-driven policy making will play a key role.
Women Empowerment: Self Help Groups and Marketing Support Scheme
In the budget, special attention has also been given to making women financially strong. About 1 crore women are associated with self-help groups in the state. To increase the sales of products of these groups and women entrepreneurs, showrooms and display centers will be set up in railway stations, bus stations, airports and big markets.
In big cities, the government will bear the rent of these shops for the first 3 years. In the first phase in rural areas, a market or shopping complex will be built at every Nyaya Panchayat level, where the products of women entrepreneurs will be sold. These shops will be operated entirely by women.

This budget is not just a document of financial provisions, but reflects a comprehensive development plan to transform the population into productive manpower.
