While discussing the UP Budget 2026-27, Chief Minister Yogi Adityanath said that 96 lakh MSME units are providing employment to more than three crore people. ODOP, Yuva Yojana and Vishwakarma Shram Samman have given new impetus to employment and investment.

During the discussion in the Uttar Pradesh Assembly on the budget for the financial year 2026-27, Chief Minister Yogi Adityanath said that the MSME sector is the biggest medium of employment generation in the state. The government has taken comprehensive and concrete steps to strengthen this sector.
He said that only the state which has a strong MSME network, cheap and skilled human resources is able to attract large industrial investments. Before 2017, there were possibilities, but there was no investment environment. MSME units were neglected and traditional industries were in a state of despair. In the last nine years, the government has worked to revive them.
Fiscal Health Index 2025: UP ‘front runner’ in NITI Aayog report
The Chief Minister said that in the ‘Fiscal Health Index 2025’ report of NITI Aayog, Uttar Pradesh has been placed in the ‘front runner’ category. The state has been considered balanced and strong on the parameters of quality of expenditure, capital investment, debt sustainability and fiscal discipline. He said that the Comptroller and Auditor General (CAG) has also appreciated the strong revenue position and balanced financial management of the state. This reflects the changed economic situation of Uttar Pradesh.
One District One Product (ODOP): New identity for traditional industries
The Chief Minister said that traditional arts and industries like Brass Industry of Moradabad, Glass Industry of Firozabad, Black Pottery of Azamgarh, Terracotta of Gorakhpur and Carpet of Bhadohi have been the identity of the state for centuries. The government assessed the needs of these industries by surveying and mapping them. ‘One District One Product’ (ODOP) scheme was launched in the year 2018 to provide support in design, technology, finance, packaging, marketing and training. This gave a new market and new identity to traditional products.
96 lakh MSME units: employment to more than three crore people
The Chief Minister said that today the maximum number of MSME units in the country is in Uttar Pradesh, about 96 lakh. These have provided employment and self-employment to more than three crore people. He said that arrangements have been made for registration for all MSME units. Protection insurance cover of up to Rs 5 lakh is being provided by the state government to the registered units.
Vishwakarma Shram Samman Yojana: Initiative to empower artisans
The Chief Minister said that ‘Vishwakarma Shram Samman Yojana’ was started in the year 2019 to strengthen the old concept of Gram Swaraj. Under this scheme, artisans are being provided toolkits, training and loans at affordable rates, so that they can become self-reliant and take their business forward.
Mukhyamantri Yuva Yojana: Guarantee free loan to 1.10 lakh youth
The Chief Minister said that ‘Mukhyamantri Yuva Yojana’ has been implemented to connect the youth with self-employment. Under this, guarantee-free and interest-free loans up to Rs 5 lakh, Rs 7.5 lakh and Rs 10 lakh are being given in three phases. So far, more than 1,10,000 youth have been provided bank loans under this scheme. He appealed to the public representatives to help the youth to become successful entrepreneurs by providing training and guidance.
Economic Survey 2026-27: Economic Survey presented in the House for the first time
The Chief Minister said that Uttar Pradesh has presented its economic survey inside the Assembly for the first time. This is the result of long-running efforts. He said that if the government has worked, its figures should be made public.
Triple T Model: Technology, Trust, Transformation
The Chief Minister said that Uttar Pradesh has established itself as a dream destination for investment by improving law and order. The new identity of the state is based on the ‘Triple T’ model – Technology, Trust and Transformation. He said that under Industry 4.0, the state has made new progress through automation, Internet of Things (IoT), Big Data and AI. AI Impact Summit is being organized in Delhi under the leadership of Prime Minister Narendra Modi, in which heads of state of more than 20 countries and representatives of more than 100 countries are participating. Discussing Industry 5.0, the Chief Minister said that it will be based on human-centric and value-based industrial model, in which human values will be given priority along with technology.
India’s image and political commentary
The Chief Minister said that today the whole world is looking towards India. Under the leadership of the Prime Minister, India has made a strong identity on the global stage. He alleged that the incident by the Congress youth organization at Bharat Mandapam was an attempt to tarnish the image of the country. He said that such activities are not appropriate where representatives of more than 100 countries are present. He condemned such incidents and demanded strict action.
