UP Budget 2026: Big claim of CM Yogi, 55% expressway network in UP, 19% electric vehicle sales, unemployment rate 2.24%. Lucknow CM Yogi Adityanath Up Budget Ev Data Authority Expressway Semiconductor Update

Chief Minister Yogi Adityanath said in the Legislative Council that UP is progressing rapidly in AI, digital technology, semiconductor and EV sectors. The unemployment rate has decreased from 19% to 2.24% and 55% of the country’s expressways are now in Uttar Pradesh.

Lucknow. UP CM Yogi Adityanath said in the Legislative Council during the discussion of the motion of thanks on the Governor’s address that the government has taken big steps to make Uttar Pradesh a leader in emerging technologies. He said that Uttar Pradesh’s share in the total electric vehicles (EV) sold in the country has reached 19 percent. The government is connecting areas like AI, digital technology, defense manufacturing, semiconductor and data science with the mainstream of development. The Chief Minister said that during the Covid period in the year 2020, Prime Minister Narendra Modi gave a new National Education Policy, which gave a new direction to the education system. The state government has also taken its programs forward with the same thinking.

Formation of State Data Authority and Data Center Cluster

The Chief Minister said that in this budget, special provisions have been made for areas related to emerging technology. In today’s time, data has become the biggest power. For this reason, provision has been made for the formation of State Data Authority and establishment of data center cluster. He said that strong data infrastructure is necessary for progress in AI and digital sector. To connect students with modern technology right from the beginning, a special budget has been kept at the vocational, technology and secondary education levels. Technical education is being promoted in partnership with Tata Technologies and Samsung.

CM Young Entrepreneur Scheme and Startup Ecosystem

To make the youth self-reliant, the target is to create 1.5 lakh young entrepreneurs every year under the CM Yuva Udyami Yojana. Under the scheme, guarantee free and interest free loans are being given with margin money. MSME and ODOP (One District One Product) programs are also strengthening the economy of the state. Tablet distribution is being done rapidly under Swami Vivekananda Youth Empowerment Scheme, so that the youth can become digitally competent. The Chief Minister said that more than 20,000 startups are active in the state. 7 Centers of Excellence and 8 Unicorns are also operational.

Reduction in unemployment rate and growth in EV sector

The Chief Minister said that before 2017, the unemployment rate in the state was more than 19 percent, which has now come down to 2.24 percent. The state’s first electric vehicle manufacturing unit has started in Lucknow. UP has more than 19 percent share in the total EVs sold in the country, while three-wheelers have more than 40 percent share. UP is also among the major beneficiaries of FAME-1 and FAME-2 schemes. Charging stations and more than 700 electric buses are being operated on the expressway corridor.

Sports Infrastructure and Sports College

The Chief Minister said that playgrounds are being developed in every village, mini stadiums in every block and stadiums in every district. The first sports university of the state is ready in Meerut in the name of Major Dhyan Chand. Provision has been made in the budget to create a sports college at every divisional headquarters and develop it as a center of excellence. More than 500 players who won medals in Olympics, Asiad and Commonwealth have been given government jobs. Centers of Excellence are also being developed in preparation for the 2030 Commonwealth and 2036 Olympics.

Target on Samajwadi Party

The Chief Minister described the Samajwadi Party’s development model as “familiarist and appeasement based”. He said that the present government has completed the work of hospital and better connectivity at the birthplace of Loknayak Jayaprakash Narayan. He accused Samajwadi Party that many projects were left incomplete. The DPR of JPNIC project was worth Rs 200 crore, but it remained incomplete even after spending Rs 800 crore. The River Front project was worth Rs 300 crores, but was not completed despite spending Rs 1400 crores. Tenders were issued before land acquisition in the Purvanchal Expressway project. Later, the government changed the alignment and approved a 120 meter wide expressway for Rs 11,800 crore, which was earlier proposed for Rs 15,200 crore.

Expressway, Semiconductor and Rapid Rail

The Chief Minister said that today 55 percent of the total expressway network of the country is in Uttar Pradesh. On February 21, the foundation stone of North India’s first semiconductor unit will be laid in Gautam Buddha Nagar. The country’s first rapid rail will be inaugurated on 22 February. He said that the distance from Meerut to Delhi, which earlier used to take 3-5 hours, is now being covered in 45 minutes.

UP emerging as airport and logistics hub

There is a network of 22 expressways in the state. Metro services are running in six cities and are going to start in Meerut also. Inland waterway operates from Varanasi to Haldia. The fifth international airport in Jewar is ready and will be inaugurated soon. Today there are 16 domestic and four international airports operating in the state. The country’s first MRO (Aircraft Maintenance and Repair) is also being set up in Uttar Pradesh. The Chief Minister said that Uttar Pradesh is now creating a new identity with better connectivity in all three areas, water, land and air.
