Uttar Pradesh government is going to bring a new ‘Urban Redevelopment Policy’ in which the focus will be on land restructuring, private investment, green building standards and public interest based transparent rehabilitation system. Chief Minister Yogi Adityanath gave important instructions regarding the draft policy.
Cities are no longer just mere expanses of bricks and stones, but are going to become the embodiment of vibrant social structures. Under the leadership of Chief Minister Yogi Adityanath, the Uttar Pradesh government is preparing a comprehensive urban redevelopment policy that will breathe new life into the old urban structures and connect the cities with a unique confluence of modernity, tradition and humanity.

The Chief Minister said that this new policy will not be limited to mere reconstruction of buildings, but will pave the way for the overall renaissance of cities. He explained that the policy aims to revive old, dilapidated or disused areas with modern infrastructure, adequate public facilities and environmental balance. He also directed that the policy should pay special attention to land restructuring, encouragement of private investment, and transparent rehabilitation system. The Chief Minister said, public interest should remain paramount in every project and complete security of livelihood of the affected families should be ensured.

State level authority and single window approval system will get priority.
The Chief Minister said that in the new policy, priority should be given to provisions like State Level Redevelopment Authority, Single Window Approval System and PPP Model. Investors should be provided with clear guidelines and protections so that they can actively participate in redevelopment projects. Provision of green building standards, energy efficiency and sustainable development will be made mandatory in every project.
Preservation of historical heritage and cultural identity
CM Yogi said that the historical heritage, local art-culture and traditional identity of the cities will be protected in the new policy. He directed to prepare separate area-wise strategies for old markets, government housing complexes, industrial areas and unauthorized settlements. The draft of the new policy will be prepared on the basis of suggestions from public representatives, municipal bodies and citizens and presented in the cabinet.
Preparation for change in the rates of external development fee
There was an in-depth discussion in the meeting regarding External Development Fee. The Chief Minister said that it should be made in accordance with public interest and practicality. He said that at present the same fee rates are applicable for all land uses (residential, commercial, industrial, agricultural), which is not practical.
He directed that fee rates should be decided based on the location and use of the land. Fees should be kept low on industrial and agricultural land and comparatively high on residential and commercial land. Along with this, there is a proposal to keep a difference in the rates on the land inside and outside the municipal limits, so that the balance of both development and investment is maintained.
